Job Objective:

  • The UNFPA Resident Representative & Deputy Representative, in general, and the Population and Development Specialist, in particular, are in charge of overseeing the National Program Specialist-M&E in the development and implementation of the Quality Assurance Plan and other related activities. For the purpose of formulating and implementing result-oriented programs, s/he gives program managers and other stakeholders timely and pertinent information. The National Program Specialist-M&E assists government counterparts in improving their M&E capacity and offers technical support for the execution of monitoring and evaluation initiatives of UNFPA Sub-Offices and Implementing Partners.
  • To carry out the following Monitoring and Evaluation tasks, the Programme Specialist, M&E will operate in an integrated, coordinated, and systems-strengthening environment.

You would have to handle:

  • Planning and carrying out a program includes Development of a Framework for Project Results
  • Oversee the M&E project at the national office.
  • Encourage a results-based approach to monitoring and assessment that places a focus on outcomes and impacts.
  • Together with other program officers, create ideas for resource mobilization, including the creation of suitable frameworks to support project management that is results-based.
  • Using the current monitoring and assessment methods, analyze and report on the program’s success in terms of accomplishing results.
  • Oversee the preparation of all program reports, provide staff and implementing partners with guidance on how to prepare progress reports in compliance with the approved reporting format, and make sure that scheduled reports are submitted on time.
  • Take the lead in preparing the report for the country office.
  • Make sure that all of the country program’s and associated projects’ key performance indicators are gathered, reported on, and evaluated in the proper forum with regard to their implications for next steps.
  • Create draft TORs for the final and mid-term project and national program evaluations in compliance with UNFPA criteria.
  • Assist UNFPA program personnel in gathering, analyzing, and disseminating evaluation results after the conclusion of country programs, and make ensuring that any lessons gained are applied to the following country program.
  • Support the implementation of the country program’s overall monitoring and evaluation mechanism in cooperation with the executing agencies;
  • Engage in UN-wide initiatives such as the DMAG and the UNDAF thematic working group.
  • Take part in tracking the implementation of the Delivering as One (DaO) approach and the United Nations Development Framework (UNDAF).
  • Building Capacity and Offering Technical Support
  • Plan and conduct M&E training for the program’s implementing partners in order to build the capability of the national and state M&E systems.
  • Facilitate, serve as a resource, and participate in any necessary external supervision and assessment missions.
  • Assist project managers, technical staff, and implementing agencies with monitoring and evaluation, the M&E team coaches other team members, supervises expert consultants, and leads working groups and task teams.
  • Collaborate with the Sub-Office program coordinators to guarantee program execution and attaining targeted outcomes in accordance with the M&E framework;
  • As needed, offer technical assistance and direction to Sub-Office M&E employees in creating regular reports on the tasks, timeline, and financial standing of every program output in a standard reporting format;
  • Participate in the tracking and evaluation of reports on social, political, economic, and humanitarian aspects of population and development programs.
  • Dissemination and Development of Evidence and Knowledge
  • Find cutting-edge assessment techniques and encourage implementing them into Country Office operations.
  • Make a significant contribution to the discovery, recording, and sharing of best practices and lessons learned, and make sure that these are made available in the organizational system for lessons learned.
  • Make recommendations for the implementation of novel monitoring and evaluation techniques, particularly best practices, at the national and sub-office levels by contributing to their analysis, synthesis, and dissemination.

  • Examine the procedures, scope of work, technical proposals, and credentials of consultants for each evaluation that will be hired through the Country Program;

Experience and Requirements:

Instruction:

  • a master’s degree in public health, medical sciences, economics, sociology, development studies, public health, or other related subjects.

Understanding and Practice:

  • a minimum of five years of verifiable experience managing programs, monitoring, and evaluating them nationally.
  • experience collaborating with donor groups and governmental entities.

strong aptitude for analysis.

  • knowledge of issues pertaining to youth, gender, population, and reproductive health. possess the capacity to function under duress.
  • outstanding interpersonal and communication abilities.
  • It is required to be proficient with the current office software products.

Linguistics:

  • strong ability to express oneself in English both orally and in writing with clarity and conciseness
