Accountabilities

  • The Transport Officer will do the following tasks under assigned authority:
  • Note: Depending on the size of the Mission, the Transport Officer’s obligations may include the whole Mission operational area or they may be restricted to a particular region (or sector) within the Mission.

Managing the Fleet and Surface Transportation Tasks

  • Oversees the provision of commercial transportation services, contingent owned equipment (COE), and United Nations owned equipment (UNOE) as well as the vehicle fleet and surface transport assistance within a field deployment.
  • Takes part in creating and carrying out the Vehicle Establishment Program in compliance with the directives of the Vehicle Establishment Committee of the Mission and the

regulations and guidelines now in effect from the Department of Peace Operations and the Department of Operational Support for the procurement, receiving, distribution, upkeep, use, and disposal of the fleet of surface transport vehicles.

  • Assists in the creation and execution of the mission’s vehicle acquisition, maintenance, and recovery plans to guarantee that the fleet of vehicles for a field mission is optimized to satisfy operational needs.
  • Takes part in the creation and execution of a field mission’s road safety programs.
  • Oversees the Driving Test Program’s execution in a field mission and keeps an eye on the issuance of UN driving permits to mission personnel who need them in order to guarantee that all vehicle users possess the bare minimum of driving proficiency and are aware of the laws and ordinances of the host nation.
  • Creates and implements a financially responsible plan that identifies the best mode of transportation, which may involve outsourcing certain tasks and services, for the provision and replenishment of surface transport capabilities during a field deployment.
  • Keeps an eye on inventory control and oversees the yearly physical inspections of cars and surface transportation equipment, including replacement parts, to guarantee that inventory holdings are accurate.
  • In a field mission, creates and executes standard operating procedures for surface transport operations.
  • Establishes technical requirements for products and services, examines solicitation answers, and carries out technical assessments to make sure that bids or proposals that are presented adhere to those standards.
  • Works with pertinent procurement and acquisition management organizations within the Mission to coordinate the requisition process.
  • Manages pertinent contracts for the supply of goods and services and assesses the performance of vendors in collaboration with the procurement section and/or the contracts management unit.
  • Ensures that UN vehicles are used in compliance with all applicable UN policies, guidelines, and laws.
  • Verifies that equipment data entered into management information systems is accurate and valid and that vehicle usage data is accurately documented.
  • Assists in addressing issues pertaining to insurance plans for surface transport equipment and vehicle fleets in conjunction with insurance professionals.
  • Guarantees adherence to UN regulations pertaining to environmental protection and occupational safety.
  • Coordinates the supply of surface transport support by communicating with vendors, non-governmental organizations, international agencies, and UN agencies.

Inventory and Asset Management Tasks for Vehicle Fleets

  • Keeps track of how non-expandable transport assets are distributed.
  • Ensures that the physical inventory of non-expandable transport assets is completed by the deadlines and in compliance with the prescribed protocols.
  • Oversees demand planning procedures for the vehicle fleet.
  • Ensures that documentation for non-expandable transport assets is kept up to date, including information found in pertinent databases (such as the Umoja ERP system).
  • Creates BI reports and KPIs pertaining to asset and fleet management.
  • Oversees the meetings of the Mission Vehicle Establishment Committee (VEC).
  • Puts the policy for rotating and replacing vehicles into practice.
  • Guarantees that instances involving car write-offs are handled in compliance with the set protocols and timelines.
  • Offers technical assistance for safety inspections and contingent owned equipment (COE).
  • Offers data for statistical reporting on the makeup and use of the transportation fleet.
  • As instructed by a Chief of Unit/Section, Transport, assures the continuous availability of vehicles for temporary assignment in support of special and urgent duties.
  • Ensures that the mission vehicle fleet’s monthly trip tickets and Fleet Management and Vehicle Tracking System (FMVTS) statistics are processed in compliance with the set protocols and guidelines.
  • Ensures that adequate supplies of light and heavy vehicle replacement parts are kept on hand and provides the necessary supplies to motor transport officers and workshop mechanics.
  • Keeps track of ERP (Umoja) transactions, creates financial and budget summaries, writes reports, and, in compliance with protocols and timelines, presents them to a Chief Transport Officer or a Transport Officer.
  • In compliance with UN procurement regulations, establishes general technical specifications, calculates quantity (number of units), and develops requests for requisitions for tools, equipment, and spare parts.

Duties of Transport Dispatch

  • Ascertains that regular transportation needs are noted in the sphere of accountability.
  • Oversees route planning and evaluates requests for transportation.
  • Creates driver rosters and service schedules.
  • Gathers and distributes data about the transportation services and facilities that are offered to clients.
  • Assures optimal and efficient use of driver and car fleet resources.
  • Ensures that regular shuttle bus services are offered along designated routes.
  • Assures that all needs, such as the transfer of personnel and equipment for operational duties, are met by providing ad hoc transportation services.
  • Ensures that daily maintenance is carried out on shuttle buses and that the mechanical conditions of all vehicles are confirmed.
  • Keeps an eye on the cars’ routine maintenance and repairs to guarantee the dependability of the transportation service.
  • Prepares reports for the supervisor and makes sure that records and paperwork pertaining to assigned tasks are kept up to date.
  • Keeps an eye on UN-owned vehicle mileage and fuel usage statistics every month.
  • Ensures the upkeep and accuracy of the database used to track mission members who have UN driving permits.

Tasks at the Maintenance Workshop

  • Oversees the upkeep and repairs of UN-owned automobiles in compliance with the automotive electrical standards set forth by the vehicle manufacturers. This includes the Fleet Management and Vehicle Tracking System (FMVTS), air conditioning, suspension, braking, and body and paint work.
  • Oversees road testing, vehicle recovery, quality control assurance, and diagnostic and fault discovery.
  • Prepares pertinent reports and analyzes the causes of technical errors
  • Create reports to track vendor support, car warranties, workshop performance, and other workshop-related operations.
  • Verify that the Vehicle Tracking and Fleet Management System (FMVTS) is accurate, current, and working.
  • Coordinates with manufacturer personnel regarding claims related to technical faults and after-sale warranties.
  • Determine what spare parts, hand tools, and workshop floor equipment are needed.

General Tasks

  • Takes part in the creation of the staffing table for the sections and transport units.
  • Manages the individual work schedules of employees who report to them.
  • Oversees the rotation and distribution of suitable job assignments.
  • Oversees employees and assesses their work output.
  • Oversees the creation of performance reports and replies to audit observations from both internal and external sources.
  • Contributes to the creation of the yearly budget proposals for the Transport Unit and/or Section.
  • Verifies that plans and work processes adhere to the specified regulatory framework and that quality control and quality assurance procedures are followed.
  • As necessary, takes part in a variety of field mission administrative organizations, including the Board of Inquiry, the Local Property Survey Board, the Vehicle Establishment Committee, the Tender Opening Committee, and the Advisory Committee on Road Safety.
  • Create and implement a training plan for the Transport Units and Sections; collaborate with UNHQ to organize workshops, training sessions, and other relevant training events.
  • Carry out additional relevant tasks as needed.

Instruction

  • A high school degree or its equivalent is necessary.
  • Specific Qualification for the Job
  • You need a valid driver’s license.
  • It is preferable to have a technical or vocational qualification in mechanical engineering, transportation, or a similar sector.

Experience at Work

  • It takes at least ten (10) years of steadily increasing responsibility in managing motor vehicle transport operations, general fleet maintenance, or a similar position. For candidates with a first-level university degree, the required minimum years of relevant experience is lowered to five years.
  • It is preferred to have at least three (3) years of supervisory experience in a role directly related to the management and coordination of ground transportation operations in an international setting.
  • It is preferable to have prior experience in international operations in a post-conflict setting.

Spoken Words

  • The United Nations Secretariat operates in two languages: French and English. English proficiency is necessary for the advertised employment. It is desirable to know another official language of the UN.
