Accountabilities

The Movement Control Officer will perform the following tasks under their assigned authority:

  • Oversees the Movement Control Office’s operations.

•Takes part in coordinating the supply of dependable, economical, and effective movement control services for the conveyance of people and freight (including hazardous materials in need of particular management).

•Offers technical guidance on all facets of transportation-related activities to the substantive and supporting components of a field mission.

  • Prepares performance reports, operational strategies, and replies to findings made by internal and external audits in coordination with supervisors.
  • Offers inputs for processes connected to movement control in standard operating procedures.

•Keeps an eye on quality control protocols to make sure all work processes are using them.

•Keeps an eye on the veracity and accuracy of the data entered into the management information systems.

•Keeps an eye on the reference materials to make sure they are up to date, easily accessible, and available to any workers who need them.

•Creates economical and effective transportation plans by evaluating the operational viability of various modes of transportation, weighing the advantages and disadvantages of outsourcing transportation tasks, and analyzing their modalities.

  • Assesses contracts for MOVCON.
  • Contributes to the field mission’s movement control section or unit’s budget proposals.

•Assists in coordinating the requisition process with purchasing authorities to guarantee that the timelines for approval and bidding are met.

  • Establishes needs and work statements, as well as technical specifications, for movement control services.

•Consults with the supervisor to ensure that the vendor’s proposals satisfy technical requirements and contributes to UNHQ’s responses during the vendor evaluation.

•Ensures that all actions carried out by the subordinate elements comply with UN financial norms and rules.

•As needed, collaborates with insurance specialists to resolve issues pertaining to insurance coverage.

•Oversees the rotation and distribution of suitable work assignments.

•Oversees the coordination of each employee’s yearly work plan, assesses the performance of the unit’s employees, and suggests or approves the extension of the employee contract.

•Creates workshops, training courses, and other relevant training initiatives.

  • Manages a group of assistants for movement control.

•Completes additional relevant tasks as needed.

Instruction

  • A high school degree or its equivalent is necessary. It is necessary to be certified in dangerous products by the International Maritime Organization (IMO), the International Civil Aviation Organization (ICAO), and/or the International Air Transport Association (IATA).

Experience at Work

  • It is necessary to have at least ten (10) years of increasingly responsible experience in the following fields: movement control, multi-modal transportation, airline operations, logistics management, or a similar sector. For candidates with a first-level university degree, the required minimum years of relevant experience is reduced to five (5) years.
  • It takes three (3) years of supervisory experience in a role directly related to the management of operations including at least two (2) modes of transportation (air, sea, road, and rail) in an international setting.
  • It is necessary to have prior experience using IMO and/or IATA regulations and procedures for the transportation of dangerous goods.
  • Expertise in quality assurance is preferred.
  • It is preferable to have prior experience in international operations in a post-conflict setting.
