Accountabilities

The Administrative Officer will be in charge of the following tasks under their assigned authority:

Management of Human Resources:

  • Arranges and leads all human resource-related activities, such as hiring, assigning, promoting, performance reviewing, posting openings, reviewing job classifications, separating employees, training, etc., while guaranteeing uniformity in the implementation of UN policies and guidelines.
  • Offers professional guidance regarding terms of employment, obligations, and rights in accordance with the Staff Rules and Regulations.
  • Represents the Unit or Department in appointment bodies and departmental panels.
  • Examines post-incumbency reports to control the staffing table and manage vacancies.

Finance and Budget:

  • Oversees the development and execution of the work program and budget, making ensuring that they are in line with work priorities and objectives while making the best use of available resources.
  • Starts and carries out research to enhance mechanisms for reporting budgets and the economical use of program resources.
  • Creates routine and ad hoc outputs, examines budgetary allocations on a regular basis, and provides useful monitoring data and reports. finds plan deviations and suggests corrective action.
  • Ensures correct accounting, financial management, and control by establishing and maintaining a system of sensible policies, processes, standards, and instruments that are in line with UN policy and practice.

Administrative General:

Under the direction of the director of administration, implements and oversees support services that cover a variety of operational topics for UN Agencies, Funds, and Programs, including procurement/supply chain, transportation, travel and traffic, communications, engineering, information technology support, facilities management, medical services, construction projects, and the provision of local utilities and service requirements.

  • Creates and carries out standard operating procedures (SOPs) and operational plans.
  • Oversees a team of employees and/or counsels others on matters pertaining to financial administration, human resource administration, and management information practices.
  • Generates the administrative division’s monthly, quarterly, and annual performance reports.
  • Arranges background information, file notes, PowerPoint presentations, talking points, and briefing notes for every meeting the director must attend. She also makes sure that documents and other written papers are drafted accurately and on time.
  • Generates significant and intricate reports for the director of management and administration.
  • Offers more junior staff members expert direction and leadership.
  • Completes additional related tasks as needed, such as joint inspection units, operations management teams, international civil service commissions, management evaluation units, audits, reviews of secretariat offices and departments at headquarters and missions, operational travel programs, adequate departmental space requirements, and technology requirements.
  • Presents and summaries the important concerns, pertinent information, potential risks and ramifications, and names the key players who should be consulted or involved in matters needing the Director’s involvement and/or decision-making in coordination with section leaders.
  • Gathers and examines data to spot trends or patterns; then, using data visualization techniques, presents findings in the form of graphs, charts, tables, and reports to facilitate data-driven planning, decision-making, presenting, and reporting.
  • Completes additional relevant tasks as needed.

Instruction

  • a master’s degree or its equivalent from an advanced university program in finance, accounting, business, public administration, law, or a similar field. Instead of the advanced degree, a first-level university degree combined with appropriate experience may be accepted.
  • It is advantageous to have completed data analytics, business analytics, or data science degree programs successfully as well as non-degree programs.

Experience at Work

  • It requires a minimum of seven years of increasingly responsible experience in the following fields: finance, operations management, data analytics, business analytics, administration, management information systems, or a related field.
  • It is preferred to have experience in data analytics or a similar field.
  • It is preferred if you have program management experience.
  • It is preferable to have prior experience working for an international body like the United Nations Common System.
  • It is preferred if you have experience opening service centers.

Spoken Words

  • The United Nations Secretariat operates in two languages: French and English. Fluency in English is necessary for the listed employment, and knowledge of French is preferred. It is advantageous to know another official language of the UN.

Evaluation

  • A competency-based interview may come after an assessment activity used to evaluate competent individuals.
