Institutional Goals and Reporting

The United Nations Environment Programme (UNEP) is the leading international environmental organization that establishes the global environmental agenda, encourages the consistent application of the environmental dimension of sustainable development within the framework of the United Nations, and acts as a powerful spokesperson for the environment worldwide. In order to spark and encourage international collaboration and environmental action, UNEP’s Early Warning and Assessment Division (EWAD) is tasked with analyzing the state of the global environment, disseminating early warning information, and monitoring global and regional environmental trends. The Early Warning and Assessment Division (EWAD), Financial and Management Unit, is where this position is located. The incumbent will carry out the following tasks under the direct supervision of the Finance and Budget Officer (FMO):

Responsibilities

  • offers assistance with regard to the medium-term plan’s evaluation, analysis, formulation, and amendment.
  • creates narrative and supporting tables for documents that support project budget submissions and the UNEP Programme of Work.
  • aid project managers in estimating the resources needed for budget proposals.
  • researches relevant intergovernmental and expert body budget reviews and supports the finance and budget officer in doing so.
  • Project expenditures are tracked and compared to approved budgets; modifications are prepared as needed to address discrepancies.
  • Examines requests for products and services to make whether the proper items of expenditure and coding blocks have been charged, and that there is enough funding available.
  • Contributes to the creation of budget performance reports and submissions, analyzes discrepancies between approved budgets and actual spending, and alerts the finance and budget officer to anomalies.
  • checks the correctness and completeness of numerous financial databases for integrity.
  • checks that the data in earlier allotments and the newly issued allotments are consistent and verifies the accuracy of the input data.
  • During the creation of budget reports, coordinates with Project teams, additional finance employees, and budget staff on pertinent problems.
  • account reconciliation on a regular basis.
  • composes letters in response to questions about pertinent financial and budget issues. FINANCE:
  • Examines incoming payment instructions for banking information and funding sources.
  • Prepares payment requests for Cashier’s final disbursement and notifies payees of payment status.
  • weekly contribution list is monitored, and it is made sure that deposits are applied properly. Creating Umoja project structures, distributing revenue grants, and appropriately connecting the expenditure grants.
  • Helps donors, fund management officers, and project teams with questions about payment and deposit-related difficulties. GENERAL:
  • Ensures conformity with intergovernmental recommendations and decisions as well as with United Nations rules and procedures by maintaining up-to-date papers, reports, and guidelines on topics relating to projects.
  • Project and vendor files should be maintained and kept current.
  • provides two support staff members in the Finance Unit with direction, instruction, and daily supervision.
  • helps with data gathering, analysis, and presentation for use in knowledge management, planning, and decision-making processes as well as in information exchange, query response, and report production.
  • helps with visuals and information updates for brochures or websites.
  • additional related tasks as they are allocated from time to time.

  • STRATEGY & ORGANIZATION: Clear goals that are in line with agreed-upon strategies are developed, priority activities and tasks are identified, priorities are adjusted as necessary, an appropriate amount of time and resources are allotted for work completion, risks are anticipated and contingencies are allowed for when planning, plans are monitored, and adjustments are made as needed, and time is used effectively.

Education

  • High school graduation or an equivalent is necessary.

Job-Specific Requirements

  • It would be ideal to have additional training in accounting, finance, budgeting, administrative services, or a similar field. It is ideal to receive Power BI training.

Experience at Work

It is necessary to have at least 7 years of expertise in the connected fields of finance, budgeting, accounting, and administrative sciences. For candidates who hold a first-level university degree, the required number of years of relevant experience is decreased by two (2) years. International Public Sector Accounting Standards (IPSAS) and an ERP accounting and finance system with a minimum of three years of practical experience are preferred. It would be ideal if you have experience working for the United Nations or another comparable international organization. Experience in data analytics or a related field of at least one (1) year is preferred. Experience with initiatives financed by volunteers is preferred.

Languages

  • The working languages of the United Nations Secretariat are English and French. English proficiency is necessary for the role advertised. It would be ideal to know another official UN language. NOTE: “Fluency” = a rating of “fluent” in all four areas (read, write, speak, understand), and “Knowledge of” is a rating of “confident” in two of the four.

Assessment

  • An assessment exercise and a competency-based interview may both be used to evaluate competent individuals.
