The USAID Expanding Water and Sanitation Project was given to RTI International (RTII) in January 2022. The USAID Expanding Water and Sanitation Project (USAID Expanding WASH) aims to improve the enabling environment for private sector engagement (PSE) in service delivery in underserved areas of Zambia (Northern, Western, and Muchinga provinces) by professionalising WASH services, promoting accountability for reliable and high-quality WASH services, and professionalising WASH services.

The overall goal of the USAID Expanding WASH project is to maintain and increase sustainable WASH services in rural and peri-urban growth centres, rural areas, and rural areas of the Muchinga, Northern, Western, and Southern Provinces in 12 selected districts, including Chinsali, Nakonde, Mpika, Lunte, Mungwi, Kazungula, Kalomo, Nalolo, Kalabo, Mongu, Kaoma, and Sesheke. The project aims to enhance access to water and sanitation by 15% and 25%, respectively, over a five-year period.

Objectives

  • The overall goal of the USAID Expanding WASH project is to maintain and increase sustainable WASH services in rural and peri-urban growth centres, rural areas, and rural areas of the Muchinga, Northern, Western, and Southern Provinces in 12 selected districts, including Chinsali, Nakonde, Mpika, Lunte, Mungwi, Kazungula, Kalomo, Nalolo, Kalabo, Mongu, Kaoma, and Sesheke. The project aims to enhance access to water and sanitation by 15% and 25%, respectively, over a five-year period.
  • The project’s three goals are as follows:
  • Establish market-based WASH service delivery with inclusive management approaches that are financially viable.
  • Objective 2: Make WASH service providers, policymakers, and community leaders more accountable.
  • Increase private sector participation (PSP) is the third goal.

Financial Details

  • Three (3) funds will be awarded as part of USAID Expanding WASH, one for each implementation region. A Fixed Amount Award element and an In-Kind Grant portion (Support Equipment) will also be included in each grant. The figures below represent the budget caps for each region for Fixed Amount Awards, excluding Support Equipment.
  • 5 districts in the Northern Region; $60,000.
  • $50,00 in the Western Region with 5 districts.
  • $25,000 for the Southern Region with two districts
  • Budget requests shouldn’t go over the aforementioned sums. If budgets are submitted that are greater than the aforementioned sums, the application may be rejected at the project’s discretion.
  • A thorough needs analysis will be used to determine the IKG budget amounts to be added to the FAA budget (Support Equipment) before the project is awarded. Each region’s total award (FAA plus IKG) cannot be more than USD 150,000.

Timeframe for Grants

  • The award is expected to last no longer than 12 months, beginning around April 2024 or shortly after.

Activities

  • Improve the quality of small-scale water system construction (new and renovated hand pump boreholes and small piped-water schemes).
  • Task 1.2.4: Train area pump menders, D-WASHE committees, and V-WASHE committees in the management, operation, and maintenance of water points.
  • Activities: Introduce sustainable operation, maintenance, and management practises to the D-WASHE and V-WASHE committees. creating a supportive climate for involvement from the private sector.
  • Conduct a requirements analysis and carry out practical APM training on repairing broken boreholes with hand pumps.
  • Facilitate the Poor’s Access to Adequate Sanitation Facilities (Sub-Objective 1.3)
  • Task 1.3.3: Using a market-based strategy that supports supply chain development in the building of toilets, train CCs who will be chosen from the 12 target districts on how to combat open defecation and increase access to basic sanitation in the target populations.
  • Activities: Increasing the capacity of 217 CC to include all 12 districts. The training would equip CCs to organise local populations and successfully spread information on behavioural changes in sanitation practises in rural areas.
  • Setting up the CCs: Distribute the 217 bicycles that the initiative will buy and give the recipient as a gift in kind.

Target Clientele and Scope

  • The grant activity will work to improve social inclusion, gender equity, and youth empowerment by developing and maximising opportunities. In order to promote inclusiveness in each region, the selection process for APMs and CCs will aim to include 50% women, youth, and people with disabilities.

eligibility requirements

  • The non-profit NGOs that can carry out WASH capacity building initiatives in one of the three regions—the Northern, Western, or Southern regions—are the ones that this RFA is aimed at.
  • Applications are not accepted from GRZ organisations. Candidates who reside in the designated districts will receive preference. Organisations that are prohibited from receiving funding from the US Government will not be taken into consideration.
  • As a result, candidates must: Be a Zambian organisation with legal recognition and registration.
  • Registration records and statutes must be presented in a current and updated state.
  • The ability to conduct WASH capacity building programmes that emphasise enhanced operation, maintenance, and management of water points and behavioural change in sanitation must be demonstrated by historical performance data.
  • Show your ability to distribute support equipment, such as bicycles, WASH toolkits, and smartphones for APMs, CCs, and EHTs, which will be purchased as part of the in-kind grant activities.
  • Give proof that the entity has been operational for the past 12 months.
  • Organise and handle the project yourself, without using a consultant or acting as a middleman.
  • Not participate in any political activity or be a member of any political party.
