DETAILS OF THE PROGRAM


The Community Grants to Combat HIV/AIDS Program of the PEPFAR Uganda Small Grants Office at the U.S. Embassy in Kampala is delighted to inform that money is available. This contest is open to everyone. The financial goals of PEPFAR Uganda, the strategic topics we concentrate on, and the procedures for submitting a proposal are all described in this release. Please read the instructions below completely before acting.
PEPFAR Uganda is seeking proposals for initiatives that accomplish any combination of the following:

  • Encourage the prevention of AIDS
  • Discrimination, stigma, and/or gender-based violence (GBV) should be addressed.

BENEFICIARIES

The following people are among those who will receive PEPFAR Uganda Community Grants to Combat HIV/AIDS under this proposal:

  • Young Women and Adolescent Girls (AGYW)
  • Religion-Based Groups
  • Important Groups (KPs)
  • Young males and men (MYM)
  • Children who are orphans and vulnerable (OVCs)
  • HIV-positive individuals (PLHIV)
  • PWDs (people with disabilities)
  • Applications from legally established nonprofit groups in Uganda, such as Community Based groups (CBO), Faith Based Organizations (FBO), or Non-Governmental Organizations (NGO), are encouraged by the Small Grants Office.

Young women and adolescent girls (AGYW)


Females between the ages of 10 and 24 are referred to as Adolescent Girls and Young Women (AGYW). 67% of new HIV infections in Eastern and Southern Africa are caused by them. In Uganda, young women and girls account for one in four new HIV infections and are twice as likely to be HIV positive as boys and men of the same age. Applications with an emphasis on AGYW should address one or more of the following topics: gender equality, education, financial empowerment, family planning, income-generating activities and trainings, HIV/AIDS prevention and treatment, including maintaining HIV negative status and supporting those with positive status, sexual assault prevention and counseling, specifically aimed at male partners of HIV+ women.

COMMUNITIES BASED ON FAITH


Applications targeted at faith-based communities should concentrate on fostering interfaith relationships, combating religious communities’ misinformation, faith and traditional healers, addressing issues of gender equality, education, financial empowerment, family planning, HIV/AIDS prevention and treatment, including maintaining HIV negative status and supporting those with positive status, stigma reduction, sexual assault prevention, and counseling.

PRIMARY POPULATIONS


A key and priority population (KP/PP) is a group of people who are disproportionately impacted by HIV, are subject to punitive laws, rules, and policies, as well as significant stigma and marginalization. This includes women who work in the sex industry, fishermen, prisoners and their families, and other underprivileged groups.

Applications for KP/PP should include community-based engagement as a powerful strategy for overcoming obstacles. Projects should work to improve KPs’ access to healthcare, strengthen civil society groups’ ability to fight discrimination and stigma, stop the spread of HIV/AIDS among important populations, and/or protect fundamental human rights.

BOTH MEN AND YOUNG MEN


Due to chronic case identification gaps among men and the fact that older men who engage in non-marital or cohabiting sexual activity are less likely to use condoms, Ugandan men are a priority target for PEPFAR Uganda Community Grants. Grants aimed at these recipients might concentrate on preventing sexual violence, HIV/AIDS, and referring males in uniform in the military or police for HIV testing, as well as convicts and populations that move around a lot, such truck drivers, boda boda drivers, and fishermen.

ORPHANS AND HUMILIATED KIDS


Children 0-17 years old who have one or more of the following characteristics are considered OVCs under the PEPFAR program: they have lost a parent to HIV/AIDS; they are otherwise directly affected by HIV; they reside in areas with a high HIV prevalence and may be more susceptible to HIV or its socioeconomic effects. Applications for OVCs should place a strong emphasis on family-centered initiatives that minimize the effects of HIV/AIDS on children and adolescents. These initiatives should include addressing their most fundamental needs for health, safety, stability, and education as well as avoiding HIV/AIDS and gender-based violence.

HIV-INFECTED PEOPLE (PLHIV)


Access to treatment, referrals to testing, counseling, availability of mental health services or psychological support for PLHIV and families, building networks to enhance retention in care, and income-generating activities could all be the focus of programs aimed at individuals living with HIV. Additional crucial actions include eliminating stigma, offering mental health treatments to PLHIV to lower the prevalence of anxiety, depression, and other mental health issues, and providing counseling on telling one’s partner and family about one’s status.

PEOPLE WHO ARE DISABLED


Programs for people with disabilities could include connecting them to therapy, directing them to testing, counseling, and engaging them in income-generating activities. Other crucial actions include stigma reduction and counseling.

Project types that will receive priority include:

  • Outside of the school day, there should be adolescent-friendly sexual education and prevention programs, campaigns, and workshops. There should also be youth camps that emphasize prevention. Ensure linkage to treatment, support disclosure, adherence, and viral load suppression among kids and teenagers living with HIV through family counseling and peer groups.
  • providing women and girls living with HIV with training in career skills.
  • Programs for religious leaders that address HIV/AIDS, disprove the claims of faith healers, and create interreligious networks to support those living with the disease.
  • Towards the PEPFAR 95-95-95 goal, enrolling and retaining HIV-positive KP members in HIV care and treatment as well as other health services; offering targeted HIV testing and counseling (HTC) that is available to KPs (e.g., mobile counseling and testing, drop-in centers, “hotspots,” and households); encouraging an inclusive community in light of the legal environment surrounding KP programming; assisting KPs in understanding their legal rights and empowering them to advocate for fundamental human
  • Creating educational and cultural initiatives for HIV prevention and awareness, targeting critical groups like inmates, MSM, PWID, and PLHIV.
  • Projects aimed at men may include family planning, HIV-negative male partners being linked to VMMC programs, targeted HIV testing and counseling, couples counseling, safer sexual practices, risk reduction counseling, and education campaigns to lower the incidence of GBV.
  • Provide targeted assistance to children and caregivers who have been victims of GBV, including identification and notification of GBV cases, linkage to health and psychosocial resources, training in positive parenting, gender norms, and adherence support groups; provide education support to ensure school retention, transition, and completion targeting highly vulnerable adolescent girls (both HIV infected and affected) at-risk of dropping out of school;
  • Building PLHIV networks will help them stay in care longer, and providing access to mental health or psychosocial support services will lower their chance of developing mood, anxiety, or other mental health issues.
  • methods to increase PWD participation in policy discussions and decision-making, as well as their awareness of, access to, and use of HIV/AIDS prevention, care, and treatment services.
  • Utilizing social media and technology to reach young people (WhatsApp, Facebook, Twitter, etc.); educating people about HIV/AIDS; building online hubs to draw in beneficiaries.
  • AIDS coverage for the local journalists needs training.
  • Applications for projects located outside of Kampala and Wakiso are especially encouraged.

THE PROJECTS LISTED BELOW ARE NOT ELIGIBLE FOR FUNDING:

  • projects that support a particular political cause or form of religion
  • construction initiatives
  • promoting or opposing particular laws
  • projects funded by a for-profit business or an individual

APPROVING LAW, TYPE OF FUNDING, AND YEAR OF FUNDING

The Foreign Assistance Act of 1961 grants funding authorization.

Ideal PEPFAR Small Grants projects come in numerous forms. However, successful ventures have characteristics in common.

Small Grant projects ought to:

  • Be distinctive, original, and able to succinctly demonstrate impact and efficacy.
  • Enhance the fundamental conditions of the area, neighborhood, or village.
  • Improve access to healthcare facilities and services or offer direct community services.
  • benefit a substantial portion of community members.
  • Be attainable by the neighborhood’s residents in terms of operation and upkeep.
  • be carried out by a group from Uganda. Applications are invited from community-based organizations, KP-led organizations, women-led organizations, faith-based organizations, and groups of individuals living with HIV/AIDS.
  • be concentrated on long-term community benefit, and the initiative must be able to continue after the award has ended, either on its own or with community assistance.
  • Be able to quantify the project’s success (for instance, by counting the number of patients or children served, volunteers trained, or persons reached during a campaign). An important prerequisite is monitoring and evaluation.

INFORMATION ABOUT ELIGIBILITY
Eligible Candidates

Applications from legally established non-profit organizations in Uganda, such as Community Based Organizations (CBO), Faith Based Organizations (FBO), or Non-Governmental Organizations (NGO), are encouraged by the PEPFAR Small Grants Office.

Organizations chosen for financing must directly benefit their local community and have support from the community in the form of money, labor, and/or other services. Clear performance goals, indicators, and timely project deliverables that can be independently validated must be established by the chosen organizations. Additionally, funded organizations must track, evaluate, and report results in accordance with PEPFAR’s reporting guidelines. The group must be self-sustaining once the grant expires or have other sources of financing from the community and/or other donors.

Entities that are for profit, commercial, or unregistered are not permitted to apply.

SHARING OR MATCHING OF COSTS

Sharing costs is not necessary.

OTHER CRITERIA FOR ELIGIBILITY

  • Each applicant’s organization may submit multiple proposals.
  • The PEPFAR Small Grants Office maintains the authority to ask applicants who have no prior experience managing federal grant awards for more background information.
  • Before the money is distributed, all organizations must have a Unique Entity ID from SAM.gov and a current SAM.gov registration in order to be eligible to receive an award.
  • According to the OMB regulations at 2 CFR 180 that implement Executive Orders 12549 (3 CFR,1986 Comp., p.189) and 12689 (3 CFR,1989 Comp., p.235), “Debarment and Suspension,” no applicant listed on the Excluded Parties List System in SAM is eligible to apply for an assistance award, and no entity listed on the Excluded Parties List System in SAM can participate in any activities under an award. The Excluded Parties List System in SAM should be carefully reviewed by all applicants to make sure that no ineligible entities are included in their organizations or as subcontractors.

Only proposals submitted between the date of this notice of funding and 11:59 PM (UTC+3) on July 31, 2023 will be considered by the PEPFAR Uganda Small Grants Office. After that date, no applications will be considered.

FINANCIAL LIMITATIONS

The following uses are prohibited when receiving funding:

  • Building construction
  • Generalized HIV testing must be directed to important or priority populations if it is conducted.
  • Anything that your project can purchase at the neighborhood hospital (test kits, condoms, medications, etc.) is not covered by our funding.
  • Projects targeting adolescent girls (mentoring, income-generating activities, school retention, etc.) in DREAMS districts and cities (Agago, Apac, Bukomansimbi, Fort Portal, Gomba, Gulu, Gulu City, Kalangala, Kampala, Kampala City, Kassanda, Kayunga, Kwania, Kyotera, Lira, Lira City, Luwero, Lwengo, Lya
  • Any employee of the Ugandan police, government, or local religious leaders may receive salary supplements, such as sitting fees, facilitation costs, travel expenses, etc.
  • Payroll, utilities, rent, or office equipment pertaining to the group requesting Community Grants funds
  • Land acquisition, security personnel, automobiles (including motorbikes but not bicycles), and maintenance or repair of automobiles
  • For every VSLA, SACCO, or other microfinance endeavor, capital funding is required.
  • External audits are not necessary, according to the PEPFAR Uganda Small Grants Office.
