Participate right away in the GAFSP’s Call for Proposals 2022 to Accelerate Food Systems Resilience.

Conflicts, rapidly rising food, energy, and fertilizer prices, natural disasters brought by by climate change, and COVID-19 effects are all contributing factors to the global food security problem that threatens to push millions more people into food poverty.

The Global Agriculture and Food Security Program (GAFSP) has released its seventh call for proposals and is currently accepting proposals for grant financing for country-led projects to support low-income countries in their responses to the current global food crisis. These projects will address the effects of the crisis.

Three topics are the main focus of this call for proposals:
  • The medium- to long-term components of national agriculture and food security strategies, as well as action plans and objectives for responding to food crises, must be supported financially.
  • The Call process takes use of the close cooperation between development partners, which lessens fragmentation and boosts impact.
  • Within six to nine months, projects must be ready to start being implemented.
Benefit
  • The GAFSP Steering Committee anticipates awarding grants totaling about US$175 million to the top-ranked projects in early 2023.
  • High-ranked projects that do not receive GAFSP funding may still gain conditional approval, but final approval will be subject to further donor contributions to the Program.

Members of the International Development Association (IDA) categorized as active IDA-only nations and not in non-accrual status considered eligible countries. Countries with IDA blends are ineligible. The following 57 nations qualify:

Eligible associated projects
  • A project’s operational readiness (to implement) is a critical consideration for this Call’s application review process. In particular, projects should be approved by the SE(s) within 3 months of grant approval by the GAFSP Steering Committee, and implementation and initial disbursement should occur within 6 months of project approval by the SEs.
  • Note, this Call will not finance new stand-alone projects; rather, it will add funding (or co-financing) to projects already funded by the GAFSP or a Supervising Entity, as well as to projects that have recently received approval and funded by one of the seven Supervising Entities.
Eligible activities
  • GAFSP provides scarce grant resources for agricultural investments and technical assistance to support agriculture and food system activities/projects that countries are not able to borrow for, notably public goods, capacity development, institution strengthening, piloting innovation, and high-risk/high return activities. GAFSP’s grant financing aims to catalyze innovation and broader change or transformation within a country – creating the initial spark for wider changes to national food systems.
  • In line with GAFSP program objectives, funded projects should focus on activities that help mitigate the impacts of the current global food security crisis while also supporting the country’s medium to long-term objectives to bolster food and nutrition security for the poorest. This includes targeting benefits to women, youth, and other vulnerable groups, as well as geographic targeting to disadvantaged areas.
  • Given this Call’s emphasis on projects operationally ready with rapidly implemented activities requiring extended procurement processes and/or preparation, such as the construction of new large-scale infrastructure (e.g., major irrigation or major rural road networks, etc.) not eligible.

Application

For the GAFSP’s Call for Proposals 2022, applicants must submit their whole submissions in two sections.

  • The first part, the Expression of Interest (EOI), includes a package of supporting documents submitted no later than 11:59 pm on October 31, 2022 (EST).
  • Part 2: Full Proposal: The second part is the full proposal template submitted by 11:59 pm on December 1, 2022 (EST).
  • Use the email address gafsp-info@gafspfund.org to send proposals to the GAFSP Coordination Unit.
  • All submitted documents must be in PDF, Excel, or Microsoft Word format. All submissions must adhere to the guidelines and made in either English or French.
