Principal duties:

  1. For the Field Offices within the area of responsibility, operations related to finance, budget, information and communication technology, supply and logistics, human resources, and administrative management were reinforced and maintained.
  2. Interpreting and applying operations policies and procedures in a way that is appropriate and consistent in order to support operations at the FOs levels.
  3. Fiduciary responsibility for money and assets that are efficiently obtained, promptly used, and best utilized by making the right decisions regarding all financial and operational transactions, money distribution, and administrative plans.
  4. Demonstrating strong leadership in the areas of operations policy suggestions and strategic planning, as well as taking the initiative to develop and implement operations management systems.
  5. The efficient provision of basic office services to increase worker productivity and safety
  6. All additional operational reporting requirements for the field offices are fully satisfied, and the operations components of the CPMP and yearly work plans are prepared on time.
  7. Adherence to all operational protocols and guidelines, which are efficiently overseen to guarantee honesty in all fiscal and additional administrative activities inside the workplace.

Synopsis of principal roles and responsibilities:

  1. Efficient administration, human resource, and financial management operations
  • oversees and guarantees the fair, efficient, and successful administration of the offices’ administrative, financial, and human resource systems in order to support and enable the achievement of programs goals and objectives by adapting to shifting operational needs. guarantees efficient operations that advance gender equality and sensitivity. provides management with advice and aids in opening new offices.
  1. Interpretation and implementation of policies
  • As a technical expert and manager, you are responsible for ensuring that organizational policies and procedures are applied correctly and consistently in the administration of administrative and financial functions. You will accomplish this by giving the country office operational support and technical leadership.
  • Participates in regional and worldwide strategic planning, changes policy, and formulation of operational issues as needed; contributes technically to the creation of operational guidelines while working closely with the DRO and the head of office.
  • carries out new operational initiatives, policies, and procedures’ effective training, implementation, monitoring, and assessment.
  1. Fiduciary accountability and integrity for money and property
  • protects the office’s financial resources by offering advice on managing financial assets, financial planning, and cash management tasks. It also suggests enhancements to the administrative and financial management systems and processes. accountable for maintaining fiduciary integrity and accountability for assets and funds, making judgments on all financial and operational activities, money distribution, and administrative setups.

  1. Taking the lead in drafting policies and strategic plans in the operational domains
  • contributes professionally and intelligently to the development, reform, and modification of administrative, financial, and human resource policies, systems, and procedures, including those that support gender parity among staff and strengthen gender policy in programming. Plays a crucial role in strategic planning and decision-making within UNICEF operations.

  1. Business Support Services

6. CPMP

  • Contributes to the timely completion of inputs and support for the development of the CPMP’s finance, budget, and administrative components; reviews field office operations and structures; compiles necessary job descriptions in accordance with work plans and the country program commitment; helps prepare the budget and its supporting documentation and justification. Takes part in strategy, development, planning, preview, and review meetings for the national program in order to determine the administrative and staffing needs. Plans human resources and adds to it within the parameters of the RMP and CPMP.
  1. Observance and In-house Management
  • oversees the field offices’ budget process and keeps an eye on it. Ensures the field office satisfies all other operational reporting standards. ensures integrity in all financial and other administrative operations of the field office and keeps an eye on compliance with all operational systems and procedures.
  • Act as the point of contact for the field office management indicators; make sure that all other operational reporting requirements are fulfilled; oversee the implementation of agreed-upon audit recommendations in coordination with the Deputy Representative Operations and under the direction of the Chief of Field Office; provide guidance on appropriate corrective actions to be taken and set up pertinent internal controls. Create training programs to guarantee efficient and effective operation.
  1. Training and Development for Staff
  • creates training programs to guarantee efficient and successful functioning. creates and executes efficient staff learning and development programs for operations and program staff on operational issues in order to increase capacity. organizes and carries out operations workshops for learning, career development, staff development, and competency building. offers staff coaching and counseling on performance development and enhancement.
  1. Cooperation, coordination, and partnership
  • maintains relationships with government counterparts; settles disputes over terms of service, operational resources, and privileges in accordance with the Basic Cooperation Agreement; and makes sure that financial laws and guidelines governing Cash Assistance to Government (CAG) are followed.
  • collaborates and plans in concert with other UN agency counterparts on UN reform efforts (e.g., shared services and premises agenda, HACT capacity training of IPs, etc.).
  • provides authoritative advice on financial, human resource, and administrative policies and procedures to the Field Office; briefs office staff on these topics and offers guidance on all operational submissions for the Head of Office’s approval; supervises junior operations staff in-country and offers technical guidance and oversight; and promptly resolves operational issues.
  • provides guidance on how new policy directions should be implemented into field office operations. Provides significant ideas for enhancing internal controls and systems, planning and restructuring, and resolving delicate issues and difficulties while keeping the local environment in mind.
  • works together to provide innovative problem-solving in support of programming activities while upholding strong internal operational controls with senior programme officers and country office employees.
  • Negotiates locally issued contracts and represents the office in meetings with other UN Agencies to coordinate operational matters and activities, such as harmonizing the UN common system. Represents the office in meetings with regional banks and administrative suppliers.

Instruction:

  • It is necessary to have an advanced degree from an accredited university in one of the following areas: financial management, business administration, economics, procurement, or logistics.

Expertise:

  • It is necessary to have at least eight years of professional experience in any one or more of the following fields: ICT, audit, financial management, human resources management, administration, procurement, and audit.
  • An advantage is prior experience at an emergency duty station.
  • It is preferred to have at least three years of experience working in equivalent difficult positions abroad.

The required language is:

English proficiency is needed. An advantage is being able to communicate in the local language of the duty station or in another official UN language.
