PURPOSE OF ROLE:

The Monitoring and Evaluation (M&E) Assistant will work as a member of the county M&E team, which is in charge of program quality assurance, accountability, documentation, and learning, under the general supervision and direction of the Research and MEAL Specialist. He or she will be involved in the day-to-day sub-county implementation of the M&E system, which will include data entry, collecting, collation, analysis, and use for decision-making. The post holder will be expected to work beyond the typical role profile and be prepared to adjust working hours in the case of a serious humanitarian disaster.

Important areas of accountability:

Handle data produced by MEAL operations, including action trackers and complaint databases.

Plan field visits to track program interventions and activities against quality benchmarks and checklists. Based on findings related to accountability and quality, generate and distribute reports to the management team and program team.

Encourage program personnel to improve stakeholder collaboration in planning and monitoring.

Contribute to the high caliber of program design by examining project plans, strategic plans, MEAL plans, log-frames, and outcomes frameworks, among other documents.

Make sure the program team follows the agreed-upon action plans on time and that the feedback loop is closed.

With the assistance of the research and MEAL specialist, provide all information (monitoring reports, CFM databases, preliminary verification reports, case studies, etc.).

Discuss CFM concerns and MEAL findings at each monthly meeting.

assistance in implementing the USAID Nawiri monitoring and assessment plan and instruments at the sub-county level

Gather data from routine program monitoring and communicate with the program team regarding data collecting and reporting.

Encourage the implementation and oversight of data gathering methods such as Quality Inquiry Surveys, Post Distribution Monitoring (PDM), and Annual Surveys.

timely input of monitoring data into computer- and mobile-based data collecting systems, as well as collaboration with MIS officers to address detected problems with data quality.

IPTT data entry on PRIME.

To make sure that program-based monitoring tasks are completed on time, assist with monitoring and evaluation activities.

assistance with holding routine data quality assurance and quarterly data review meetings.

Assist and work together with the M&E Officer to deliver reports and data summaries on schedule.

aid in keeping the Sub County level office’s file system transparent and easy to understand.

Encourage the testing and use of pertinent technologies to increase the MEL function of the program’s efficiency at the Sub-county level.

Enhance the Sub-County government’s M&E and data use platforms, which include mentoring, supportive supervision, review meetings, and data quality assurance.

EXAM RATINGS:

  • Must possess a minimum of a diploma in one of the following fields: population studies, development studies, public health, social sciences, or a related discipline (with courses in M&E, research and evaluation methodology, statistical analysis, or organizational development). An extra benefit is an undergraduate in a related faculty.
  • a minimum of one to three years’ experience in monitoring and evaluating programs (entry level fresh graduate)
  • An additional benefit will be a Certificate in Monitoring and Evaluation from UoN, AMREF, or KIM.
  • a track record of doing evaluations and research, along with exceptional abilities in both qualitative and quantitative research and data analysis utilizing the appropriate tools, including ATLAS, SPSS, and STATA.
  • proficient in both Kiswahili and English communication. Preferably in the local tongue (Samburu or Turkana).

SEARCH AND SKILLS:

Crucial

  • A minimum of three years’ experience working on humanitarian or development projects for INGOs and/or UN agencies, with two or more years spent on field assignments and two or more years spent overseeing, evaluating, and learning for an international organization.
  • An extra benefit is being conversant with USAID/FFP M&E requirements and having experience working on projects sponsored by the agency.
  • Knowledge of and dedication to implementing community involvement and accountability mechanisms
