Objective of Work

  • The Protocol Officer, who answers to the Executive Secretary, is in charge of all protocol-related liaison and facilitation issues within the Economic, Social, and Cultural Council (ECOSOCC).

Principal Tasks

The Officer of Protocol will:

  • Oversee the effective execution of the pertinent clauses of the Treaties on Preferences and Immunities Additional Protocol and the Host Agreement, which were inked by the Zambian government and the African Union Commission for the ECOSOCC.
  • Ensure that all protocols related to staff rules, regulations, and other administrative standards are implemented in a practical manner.

Particular Obligations

  • Ensure that the pertinent provisions of the aforementioned Treaties are followed while handling matters pertaining to the privileges and immunities of the ECOSOCC and its officers and personnel;
  • Advise the AU and its members as needed on protocol-related matters in compliance with diplomatic standards, particularly with reference to privileges and immunities;
  • Continue to have close working relationships with the relevant Host Country authorities in order to keep the Executive Secretary and the relevant AUC Department informed about the difficulties encountered while putting some of the host agreement’s stipulations into practice;
  • On behalf of the ECOSOCC and its officials and employees, initiate and pursue requests from Zambian authorities for diplomatic privileges and immunities;
  • Coordinate the ECOSOCC and its employees’ requests for import/export permits for cars, other items, and personal belongings;
  • Assist in the issuing of legal and administrative papers (resident IDs, visas, etc.) on behalf of officials and staff;
  • Assist with the procedures for officials and employees to leave the AU-ECOSOCC;
  • Acknowledge, assess, and handle requests for diplomatic privileges and immunities from authorities and staff in order to facilitate the transmission of pertinent data and advantages;
  • Organizing formal events and ceremonies;
  • Participate in and add to the AU Protocol Manual’s recurring reviews;

The Diplomatic List of African Union Heads of State and Government, Ministers of Foreign and External Affairs, Heads of Diplomatic Missions, and Heads of International Organizations should be reviewed on an ongoing basis.

  • Offer guidance on rules and regulations pertaining to the proper usage of the AU flag and member state flags;
  • Assure the acquisition and maintenance of anthems, nameplates, and flags for the AU and its member states;
  • Create and maintain the AU Member States’ national profiles;

Academic prerequisites and pertinent work experience

  • A minimum of two (2) years of relevant work experience, preferably in an international working environment, and a bachelor’s degree in international relations, diplomacy, or other social science discipline with coursework in these fields.
  • Having received training in protocol and etiquette will be advantageous.
  • Advanced training in the social sciences or allied subjects, either academically or professionally, will be advantageous.

ASSESSMENT TERMINATION:

  • The position will be filled for a length of three (3) years on a normal term contract, with the first year serving as a probationary period. for that, the contract will be renewable for two years if sufficient performance and deliverables are made.

RECOGNITION:

  • The indicative basic salary for internationally recruited staff is US$ 25,523.00 (P1 Step1) per year, plus other related entitlements such as post adjustment (44% of basic salary), housing allowance ($ 16,819.80) per year, and education allowance ($ 10,000.00 per year for each eligible dependent up to a maximum of US$ 10,000.00 per child) for locally recruited staff and $3,300 per child for internationally recruited staff.
