Tasks:

Examine the current infrastructure to make sure it best suits the operational requirements by conducting an analysis.

– Assist with all supply chain-related tasks, including as planning, sourcing, shipping, transportation, customs clearing, warehousing, and asset and fleet management.

– Encourage the procurement process to guarantee the timely, economical, and sufficient delivery of goods and services to meet operating requirements.

– Assist in the establishment of beneficial relationships and pertinent contacts with UN agencies, implementing partners, government officials, and others in order to promote cooperation for the prompt delivery of relief supplies while avoiding bottlenecks.

– Modify conventional supply chain structures so they align with operating requirements and the local context.

– Assist the office in the event that they require extra space, a lease extension, hold improvements, or other projects. Complete the procurement process for the establishment of leases or extensions for offices. Help coordinate the design and execution of the market evaluation and market monitoring in conjunction with CBI stakeholders to ascertain whether CBI is the best solution. Execute the contracting process for Financial Service Providers (FSP) through procurement.

– Create and preserve a knowledgeable and effective staff that can support ongoing operations.

– Assist in the identification of partners for supply chain initiatives based on the goals, priorities, assets, and capabilities of the contractor and/or partner, in accordance with standards compliant with UNHCR guidelines.

– Take part in locating, evaluating, and choosing suppliers according to their capacity to provide goods and services. Keep up with item and vendor master databases. Adopt efficient asset and fleet management to protect the organization’s investment, boost efficiency, and conduct routine asset/fleet pool monitoring.

Examine the quality of goods and services provided in light of regional needs and set benchmarks for excellence. Assist Partners and/or contractors carrying out supply-related tasks in their coordination efforts, and make sure they are aware of and follow pertinent UNHCR policies and guidelines.

– Keep an updated inventory of the location’s and its partners’ supply chain readiness and capacity to make sure there is enough of it to handle crises.

– Keep an eye on the precision and quality of data related to the supply chain in the pertinent business systems.

Assist in decision-making by compiling and analyzing statistical data, spotting trends and developments in supply chain-related issues, and carrying out supply operations based on assessments of the circumstances and recommendations on how the operation should be carried out. – Find solutions to issues and bottlenecks in the local supply chain to alleviate challenges; also, submit frequent updates on supply chain activities, request status, and item availability.

– Promote, disseminate, and keep an eye on adherence to UNHCR’s worldwide supply chain management guidelines, standards, and policies.

– Assure efficient information flow throughout the supply chain and modify procedures and documentation to suit the current climate.

– Clear procurement cases for the appropriate procurement authority and participate ex officio in the LCC Review, depending on the scope of the operation. Within the Regional Bureaux:

– Assist Country Operations with the implementation of supply operations by interpreting the circumstances and drawing conclusions about the most effective way to carry out the operation.

– Assure that all supply teams in the region are aware of global supply policies by providing summaries and pertinent interpretations within the local context. Where operational advantage can be realized, look for ways to regionalize and streamline supply operations.

– Monitor the status of particular periodic activities and offer recommendations to guarantee timely execution.

– Plan and provide training in the various supply functions, including asset and fleet management, logistics, and procurement, at the regional level.

– Help with individual or supply team coaching and advice as needed.

– Monitor regional supply KPIs globally and develop local ones as needed.

– Ensure that all annual accounts closing operations, quarterly physical inventory exercises, monthly reconciliations, and other periodic supply exercises are carried out consistently throughout the region by keeping an eye on them.

– Visit camps and other operational sites on a regular basis, as well as nation operations and their supply teams; offer supervision and support within the operational framework.

Help with diagnosing MSRP management reports for country operations and arranging appropriate follow-up with the Regional Supply Coordinator to guarantee that data, especially stocks, fully and precisely match the reality in the warehouses.

– Assist in the rewriting of the national financial reports and collaborate with the leaders of the country’s operations supply teams to resolve any issues pertaining to the supply side of operations. Make sure strategies for assessing national needs are created, include them into regional procurement plans, and keep an eye on their prompt implementation and modifications in response to operational requirements.

– Keep an eye on import and customs clearance procedures and provide operations with necessary advice to ensure a smooth flow of commodities to the operations and to alleviate any bottlenecks.

– Assure the Bureau’s member countries receive well-coordinated personnel emergency deployments, consulted with SMS.

Encourage the identification and management of risks and look for ways to take advantage of opportunities that have an impact on the goals in the sphere of influence. Make that risk-based decision-making is grounded in the functional domain of work. Bring up risks, problems, and worries with a manager or the appropriate functional colleague (s).

Carry out additional relevant tasks as needed.

Minimum requirements:

  • 6 years of relevant experience with an undergraduate degree, 5 years with a graduate degree, or 4 years with a doctorate degree.
  • Related fields of education include supply chain management, business administration, international commerce, engineering, or another relevant field. The Chartered Institute of Purchasing & Supplies has issued certificates and/or licenses. CFIPS, CMIPS, MCIPS; (certificates and licenses indicated with an asterisk* are essential) Relevant Job Experience Prior job experience in logistics and supply systems, ideally with the UN, is required. solid practical understanding and expertise managing contractual matters within the framework of UN regulations and guidelines. Expertise in negotiating contracts; capacity to mentor junior employees technically; ability to organize and coordinate tasks, frequently with short lead times. demonstrated capacity to handle several jobs quickly, politely, and with a focus on providing excellent customer service. demonstrable team management skills. An advantage would be having experience with database management and having a working knowledge of ERP systems, particularly the UNHCR MSRP Supply Chain Module. strong interpersonal and negotiating abilities to work with people from various educational and cultural backgrounds. It would be beneficial to have technical understanding of the many services, materials, and products that UNHCR purchases for its field, regional, and headquarters offices. training that is pertinent, like CIPS or other courses on public procurement. familiarity with UNHCR Chapter 8 and UN and UNHCR Financial Regulations and Rules pertaining to procurement.
  • Language Requirements for International Professional and Field Service jobs: Knowledge of English and, if not, the UN working language of the duty station. Aviation services knowledge for movements of goods/passengers.

If English is not the local language, proficiency in the UN working language of the duty station is required for national professional positions. In order to work with UNHCR HQ Procurement Service in the Partner Pre-qualification for Procurement (PQP) process, s/he must be familiar with the compilation of procurement plans for UNHCR and partners as needed.
