In order to bridge the crucial PPR capacity gaps in LICs and MICs, the Pandemic Fund will build on the knowledge gained from its first year of operations and keep utilizing the advantages of its partners as it begins its second year of operation. In order to live up to the Pandemic Fund’s promise to make nations and the globe more robust to health risks in the future, ongoing efforts to fortify every facet of the collaboration—with a particular emphasis on outcomes, impact, and sustainability—will be necessary.

The Pandemic Fund’s

(i) Governing Board and

(ii) Technical Advisory Panel (TAP), which is presided over by the WHO, are its governing and administrative organizations.

(iv) Trustee;

(iii) World Bank-hosted Secretariat. The implementation of initiatives and activities funded by the Pandemic Fund is supported by the IEs.

The Pandemic Fund Secretariat is seeking a skilled, driven, and experienced candidate to fill the position of Adviser in their dynamic, high-achieving team of experts. In order to guarantee the prompt delivery of excellent outcomes, the chosen applicant will report to the Executive Head of the Secretariat and collaborate closely with other Secretariat staff members, the Governing Board of the Pandemic Fund, and other relevant stakeholders.

The Advisor will work closely with the Executive Head to support the Executive Head’s role as deputy, helping to put the Pandemic Fund’s goals and objectives into practice and assisting the Secretariat in facilitating the seamless and effective operation of the partnership. Among other things, duties and responsibilities will involve assisting and counseling the Executive Head in:

  • Creating and carrying out the work program, budget, and strategy for the Pandemic Fund; monitoring the impact and results of the grant portfolio;
  • Ensuring the materials provided for the Board, such as those on strategy, resource mobilization, policy, operations, funding allocation, budget, work program, etc., are of a high standard;
  • Making certain that the Governing Board of the Pandemic Fund, as well as its numerous working groups and subcommittees, have well-organized meetings;
  • Putting into practice the operating and governance policies already in place, as well as creating new ones where necessary;
  • Close coordination with Implementing Entities in managing the grant portfolio and performance reporting for the Pandemic Fund;
  • Assembling and overseeing the Secretariat team, which includes hiring new employees while paying attention to diversity, equity, and inclusion;
  • Monitoring internal controls and adherence to rules and regulations, such as those pertaining to the World Bank’s safeguard and fiduciary policies and standards.
  • Promoting strategic collaboration between the Pandemic Fund’s many administrative divisions as well as with partners and stakeholders to guarantee the organization’s seamless operation and improve the efficacy of funding:
  • Ensuring that the Pandemic Fund takes the lead in development discussions about PPR and has a solid presence and reputation within the global health funding infrastructure.

Selection Standards

  • a minimum of 12 years of pertinent professional experience in addition to a master’s degree in public health, international public policy, economics, business management, or a similar field;
  • A track record of success in managing multilateral global health financing initiatives, partnership programs, and financial intermediary funds; additionally, a track record of successfully planning, directing, organizing, and administering a variety of activities to ensure the successful completion of work programs and the handling of intricate strategic and operational issues;
  • a track record of successfully forming and leading teams and fostering a supportive work environment;
  • Understanding the international development funding architecture and concerns in general, as well as the many actors and functions of the global health financing landscape, as well as how FIFs like the Pandemic Fund sit within it;
  • Demonstrated ability to build and maintain cooperative connections with senior members of donor and client countries, philanthropies and foundations, international organizations such as MDBs and UN agencies, and civil society;
  • Proven capacity for strategic thought, quick synthesis and analysis of a variety of sources of information, and clear oral and written communication of that information;
  • Exhibited a strong sense of judgment when it comes to political and technical issues, asking the appropriate questions and offering suggestions based on the available data;
  • Strong oral and writing communication abilities, as well as the capacity to modify communication style to suit audience demands and efficiently convey information;
  • Proficient language use in English. Being fluent in a second WBG official language, such Spanish or French, would be advantageous;
  • The ability to take initiative, accept personal responsibility, and be accountable in order to fulfill deadlines, work under pressure, and accomplish predetermined goals;
  • Proven capacity for productive teamwork in a multicultural setting;
  • Proven capacity to operate in challenging, quick-paced settings;
  • A strong sense of “can do” attitude, adaptability, dependability, and problem-solving abilities.
