Accountabilities

The following particular responsibilities will fall under the purview of the incumbent’s designated authority:

  • Create parliamentary documents for the Commission on Narcotic Drugs (CND) utilizing information gathered from Member States; arrange outside contributions as needed; and assist with meeting in-session services.

As the lead expert for the Office of the Commission on Crime and Bureau (OCB) with respect to the activities of the Heads of National Drug Law Enforcement Agencies and Subcommission of the CND, I will support the annual substantive workshops of the subsidiary bodies by, among other things, conceptualizing, organizing, leading, and moderating the annual substantive workshops of the subsidiary bodies in close collaboration with colleagues from various UNODC sections and Field Offices; I will also make presentations and draft substantive parliamentary documents on subjects pertaining to the operational aspects of countering illicit drug trafficking and associated topics.

In order to support the work of CND, the Commission on Crime Prevention and Criminal Justice (CCPCJ), the Economic and Social Council (ECOSOC), the General Assembly (GA), other legislative, the Crime Congress, and other technical bodies, as needed, prepare parliamentary documents or staff meetings on issues related to drug control, organized crime, and illicit trafficking.

  • Provide support within UNODC on legal aspects of the drug control conventions. • Provide legal advisory services to the International Narcotics Control Board regarding the three international drug control conventions: the United Nations Convention on Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, the Convention on Psychotropic Substances of 1971, and the Single Convention on Narcotic Drugs of 1961.
  • Provide a variety of services, such as legislative support and legal advice services in collaboration with UNODC field offices, to aid in the ratification and execution of the three international drug control conventions.
  • Initiate and/or oversee programs, outreach initiatives, fundraising campaigns, and technical missions aimed at tackling the global drug problem in collaboration with governments, UN agencies, intergovernmental organizations, nongovernmental and civil society organizations (NGOs/CSOs), academic institutions, and the commercial sector upon request.
  • Represent the Organization on important matters at conferences, seminars, and interagency meetings.
  • Take part in the Section’s hiring process by creating job descriptions and terms of reference, organizing and carrying out written assessments and panel interviews, assessing applicants’ qualifications and applications, and creating insightful reports and recommendations that should be approved by senior managers.

To enable data-driven planning, decision-making, presentation, and reporting, gather and analyze data to spot trends or patterns. Then, use data visualization techniques to deliver insights through graphs, charts, tables, and reports.

Instruction

  • The prerequisite is a master’s degree or higher from an advanced university program in law, with a focus on criminal law, criminal procedural law, or a similar field.
  • Instead of the advanced degree, two more years of acceptable relevant experience combined with a first-level university degree in a related discipline may be accepted.

Experience at Work

  • It is necessary to have at least seven years of gradually responsible, directly relevant professional experience dealing with organized crime or drug control concerns, with at least three of those years being devoted to combating drug trafficking.
  • It is necessary to have progressive responsibility and immediately applicable professional expertise in order to provide legal advise on the three international drug control agreements.
  • It is necessary to have prior job experience with policy advice, intergovernmental workshop facilitation, producing pertinent parliamentary texts, and leading these kinds of talks.
  • It is necessary to have demonstrated job experience analyzing data in big, complicated databases.
  • It is preferred if you have prior work experience with effectively organizing, arranging, and supporting intergovernmental meetings.
  • It is preferred to have work experience in international organizations like to the United Nations system.
  • It is preferred to have experience in data analytics or a similar field.

Spoken Words

  • The working languages of the United Nations Secretariat are English and French. English proficiency is necessary for the advertised employment. It is desirable to be conversant in another official language of the UN.
