JOB OBJECTIVE

  • The incumbent will be in charge of managing the team and department of Monitoring and Evaluation on a daily basis. Ensure that WFP programs produce high-quality data on the results and impacts of its food assistance activities on the lives of beneficiaries in order to inform operational decision-making and strategic reorientation. Support and/or coordinate monitoring and evaluation activities within the country office.

ESSENTIAL ACCOUNTABILITIES (not exhaustive)

  • Develop/update the monitoring plan and associated SOPs with strategic input in accordance with WFP and UN strategies, policies, and procedures.
  • Encourage the development and execution of monitoring and evaluation plans for the efficiency of all food assistance interventions (e.g., beneficiary needs and status, food security status, program modalities, implementation issues, etc.).
  • In order to make sure that plans are risk-based and concentrate on measuring results, review and provide technical feedback on monitoring and evaluation plans for new programs and budget revisions (e.g., verifying that monitoring and evaluation budgets are allotted and appropriate log-frame indicators and outcome targets are documented).
  • Initiate and oversee data collecting activities (including physical and remote monitoring)
  • Contribute to the study of outcome data, make suggestions for program intervention enhancements, and strengthen WFP’s capacity to show results that are outcome-focused.
  • Create regular monitoring and assessment progress reports that include an update on the outcomes and the adoption of improvements.
  • Monitoring and evaluation findings should be followed up on to make sure that necessary corrective actions are implemented and/or program responses are adjusted.
  • To develop staff capacity, raise staff understanding of the value of monitoring and evaluation, and promote accountability for results, train national and partner staff in suitable monitoring and evaluation procedures.
  • To improve the caliber and consistency of field monitoring and evaluation operations, collaborate closely with internal and external partners.
  • Build convincing performance evidence by working closely with internal and external partners to improve data quality, accuracy, and consistency.
  • To support performance planning, risk analysis, emergency preparedness, security risk management, and risk mitigation operations, provide monitoring and evaluation findings and recommendations.
  • Support donor and other oversight monitoring missions, internal and external audits, and other requests as needed.

MINIMUM STANDARD QUALIFICATIONS

  • A graduate degree from a university in sociology, social development, development economics, performance management, or a related discipline, or a first-year degree plus extra years of appropriate job experience, training, or coursework.

PERQUISITE EXPERIENCES FOR THE ROLE

  • Process monitoring and assessment experience of at least 5 years. current knowledge of humanitarian and development efforts, as well as the Monitoring and Evaluation needs they create.
  • has taken part in formulating the strategic direction and goals of the country office’s monitoring and evaluation role.
  • Knowledge of promoting the use of data and evidence to guide decision-making and programming.
  • experience creating practical knowledge products with a user-friendly interface (such as dashboards, reports, presentations, case studies, success stories, videos, etc.) for a variety of audiences. It would be ideal to have knowledge of Tableau, SPSS, and Stata.
  • Excellent analytical abilities and the capacity to organize information and supporting materials into unique, useful, and practical knowledge products.
  • Highly analytical, excellent writing and communication abilities, and the capacity to use information and proof to guide judgment.
  • proficiency with both quantitative and qualitative data collection techniques. It is highly desired to have experience with research design, sampling, and coordination.
  • a track record of successfully managing processes with a large number of internal and external stakeholders.

Performance Administration

  • Exhibits a thorough understanding of the WFP’s performance management system as well as the capacity to lead monitoring actions or deliver complex evaluations (including joint and interagency) of a range of WFP programs, processes, or policies in accordance with WFP monitoring and/or evaluation quality standards.

Quantitative and qualitative research methods

  • Apply in-depth knowledge of evolving analytical approaches, methods, and tools in a suitable combination to produce high-quality monitoring results or intricate evaluations on a variety of subjects that are pertinent to the WFP’s strategic and operational results frameworks.

Communication with Technology

  • able to actively involve a variety of internal and external stakeholders and modify and synthesize evaluation evidence in order to optimize learning and utilization of evaluation concepts and evidence for enhancing WFP program effectiveness.

Program Review and Monitoring

  • uses corporate direction to draft ToR, co-leads Programme Review implementation, and drafts early findings and recommendations on the efficacy of food aid programs. applies knowledge of the programme lifecycle to the construction of monitoring mechanisms.
