Detailed explanation of WFP in Uganda

  • WFP works with communities to promote nutrition and foster resilience while providing food assistance in times of need. Refugees in Uganda are given access to WFP’s life-saving food aid and chances for employment. Additionally, WFP provides food and nutrition support to Karamoja’s most disadvantaged residents. Last but not least, WFP assists smallholder farmers by connecting them to markets.
  • In addition, WFP is reevaluating its role in Uganda as the country works to end hunger by 2030 and achieve middle-income status by 2040.

CAN YOU ACCELERATE THE CHALLENGE?

  • For the job of Programme Policy Officer (Market Development) SC8, which would be situated in Kampala, we are looking for a skilled professional. The chosen individual will work under a service contract with a 12-month renewable term.

JOB OBJECTIVE

  • to be a market and retail development leader by ensuring that markets are operational and provide possibilities for women and young people.

ESSENTIAL ACCOUNTABILITIES (not exhaustive)

  • Assume leadership responsibilities for WFP Uganda’s market expansion while upholding the organization’s highest standards of professionalism and personal integrity.
  • Ensures that the WFP boosts cash disbursement to agent banks and retail stores managed by refugees, women, and young people.
  • Work together with the CPs and chosen FSPs, agricultural technology businesses, financial technology companies, and BSD providers to raise awareness of the prospects for agribusiness expansion through WFP’s monetary assistance,
  • Increase access to financing for young people while providing skill development that is relevant and effective.
  • Encourage commission agents, such as bank agents, to grow their businesses or enhance them, especially for young, female, and refugee-owned enterprises that get WFP cash support.
  • Work together with CPs and other partners to create strong forward and backward connections for market actors to build commercial ties with wholesalers and directly with youth-, woman-, and refugee-led local farmer groups and organizations, traders, and millers.

1/3 KEY ACCOUNTABILITIES

  • Cooperate closely with counterparts from other cross-functional teams, particularly the internal Cash Working Group (CWG), to agree on CBT initiatives and make sure Supply Chain activities are incorporated to boost program effectiveness.
  • Assist in the creation and execution of supply chain plans for CBT and market development initiatives in accordance with the global WFP supply chain strategy, the global CBT strategy, and regional/functional strategies, policies, and plans in order to achieve operational cost effectiveness, agility, reliability, and quality as well as to support the building of national capacity.
  • Work along with the Vulnerability Analysis & Mapping (VAM) team to implement market analyses that will aid in the feasibility analysis of CBT.
  • Contribute technically to supply chain network mapping and market analysis to enhance supply chain performance and organize market development operations.
  • Assist in the execution of the retailer procurement process by conducting the pass/fail procurement process utilizing corporate tools and, as necessary, a formal procurement procedure.
  • Assist in the implementation of the Financial Service Providers (FSPs) procurement process, make sure ongoing performance monitoring of operations is carried out, and choose performance improvement or contract measures as appropriate or necessary.

AREA OF COMPETENCE 2/3

  • Encourage the implementation of market development initiatives including Buying Clubs, Preferred Wholesalers, and other initiatives that address supply chain inefficiencies in local markets to enhance market functionality.
  • Keep a close eye on retailers and market Key Performance Indicators (KPIs) to keep track of any restricted cash activities. To do this, analyze reports from different data sources, such as Retailer Performance Monitoring Evaluation (RPME), VAM market price data, market situational monitoring, Monitoring & Evaluation (M&E), Post Distribution Monitoring (PDM) or Complaints and Feedback Mechanism (CFM) reports, and Point of Sale (POS) data.
  • Manage accurate and timely reporting, including the provision of thorough analysis of supply chain CBT & Markets operations and trends to support consistent information presentation to a wide range of stakeholders and enable informed decision-making.
  • Create fruitful alliances and work together with colleagues in WFP’s key supply chain and program functions, particularly Food Systems, Country Capacity Strengthening, and Social Protection, to ensure a cross-functional operational alignment and an integrated value chain approach to food assistance.
  • Assist in creating beneficial alliances with counterparts in the public and private sectors, as well as with UN agencies, NGOs, and private sector businesses in order to exchange operational expertise and resources and increase organizational capability for coordinated and affordable supply chain CBT & Markets activities.

  • By providing training or mentoring, increase internal WFP staff’s capacity to deliver and carry out Supply Chain CBT & Markets activities.
  • Provide training and carry out capacity-building activities to support government authorities’ development of social protection programs. This will help external partners (such as retailers and local market actors) be more strategic and proactive in improving market operations or supply chain operations.
  • Lead and manage staff, serving as a resource, imparting knowledge, and helping them with more difficult analyses and inquiries.
  • Support preparedness efforts by contributing technical advice and direction to track the management of Supply Chain CBT & Markets risks.

MINIMUM STANDARD QUALIFICATIONS

Education:

  • Degree from an accredited university in supply chain management, economics, business administration, logistics, or a closely related discipline.

Language:

  • English, the UN language used at the duty station, should be spoken and written with ease. It will be advantageous for this work if you are familiar with at least one native tongue, including Swahili.
  • Education: Advanced University degree in a field related to international development assistance, such as international affairs, economics, nutrition and health, agriculture, environmental science, or the social sciences; or First University Degree plus additional years of relevant work experience and/or trainings/courses.
  • International Professional: level C proficiency in the English language. intermediate proficiency (level B) in one of the following languages: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese, the working language of the World Food Programme.
  • National Professional: Level C proficiency in both the language of the duty station and English.

PERQUISITE EXPERIENCES FOR THE ROLE

  • a minimum of five (5) or more years of progressively responsible work in the private sector, particularly in rural areas, in the areas of market facilitation, retail development, business development, or support services.
  • experience working with various teams or units to coordinate supply chain activities.
  • experience performing conceptual and analytical work to support the formulation and implementation of strategies.
  • experience assessing and assisting with the implementation of supply chain operations from beginning to end.
