Organizing, Setting, and Reporting

  • This post is based in the Department of Operational Support’s (DOS) Office of Supply Chain Management’s (OSCM) Aviation Safety Section (AvSS).
  • To help operating entities across the Secretariat, such as other departments, Offices Away from Headquarters, field missions, and regional commissions, the Department of Operational Support was founded. It also offers advice services and other solutions.
  • The Office of Supply Chain Management consists of the Aviation Safety Section, the Global Service Centre, the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, and the Enabling and Outreach Service.
  • The position’s direct supervisor will be the Chief of the Aviation Safety Section or another designated individual.

Responsibilities

The Aviation Safety Officer will be in charge of the following tasks, within the bounds of the delegation of authority:

  • Encourages the continued development, planning, programming, and application of the United Nations’ (UN) Aviation Safety Policy and its related programs, processes, and procedures (such as the UN’s Aviation Safety Mission Visits Program and the Aviation Safety Programme).
  • Creates and maintains a variety of monitoring systems, such as those for flight operations occurrence reports, mission-specific aviation safety assurance tasks, emergency response plans, etc.
  • Gathers and examines statistics pertaining to aviation safety from a variety of sources; provides findings, highlighting troubling trends, lessons learned, etc.; ensures that the findings are disseminated.
  • Offers guidance to clients and senior management on matters or issues relating to aviation safety.
  • Makes suggestions for enhancing aviation safety aspects of UN air operations, paying close attention to vendor safety performance, site inspections, reporting of incidents, data gathering and analysis, etc.
  • Supports and disseminates ICAO Annexes, Standards, and Recommended Practices; compares these standards to UN flight standards and offers feedback and recommendations for review; supports outside programs and assessments for aviation safety.
  • Assists with new Aviation Safety Officers’ training.
  • Assists in the organization and running of Aviation Safety meetings as well as the development of numerous written reports, guidelines, studies, briefings, and other communications.
  • Keeps track of how aviation risk management is integrated into actions that ensure aviation safety.

Education

  • It is necessary to have an advanced university degree (Master’s degree or similar degree) in aviation, an area closely linked to aviation, or an equivalent military degree in aviation. The advanced university degree may be substituted with a first-level university degree and two more years of relevant experience.

Job-Specific Requirements

  • It would be ideal to have a certified commercial pilot license with an instrument rating, a maintenance and engineering certification, an air traffic control (ATC) certificate, or a pilot certificate for an unmanned aerial system (UAS).
  • A military pilot license, or its equivalent based on a commercial pilot license with instrument rating, maintenance and engineering, air traffic control/service, or unmanned aircraft system pilot certificate, is preferred for military personnel.
  • It is necessary to have formal training in the safety management system from a reputable training source (IATA, an airline, Flight Safety International, or an equivalent).
  • It would be ideal to receive formal training in aviation accident investigation from a reputable training organization (IATA, Airline, Flight Safety International or equivalent).

Experience at Work

  • It is necessary to have at least five years of steadily increasing responsibility in aviation safety with an airline, maintenance and engineering provider, military, governmental, or intergovernmental agency.
  • It is necessary to have at least three years of experience working internationally in a multicultural team within a civilian or military aviation organization.
  • Aviation safety assurance experience in the creation and implementation of safety management systems is essential.
  • Investigation of airplane accidents is desirable.

Languages

  • The working languages of the United Nations Secretariat are English and French. English proficiency is necessary for the role advertised. It would be ideal to know another official UN language.

Assessment

  • An assessment exercise and a competency-based interview may both be used to evaluate competent individuals.

The Support Account provides funding for this post. The original term of the appointment or assignment for this job is one year. Extension of the appointment is contingent on the availability of finances and/or an extension of the mandate.
