Function of Job

  • In order to accomplish the strategic objectives and goals of the Africa CDC, the Director of Finance will provide strategic direction and leadership in managing the Finance Directorate’s operations. In order to develop and implement financial policies and plans that enhance the company’s financial situation, s/he will collaborate with the executive team of Africa CDC. To ensure that expenditure stays within the budget and adheres to the AUC’s financial standards, s/he will monitor all financial activities within each Division and Unit. Additionally, the director of finance will assess Africa CDC’s financial performance and create reports for the executive team to study and comment on.
  • In order to develop forecasts and projections that aid in creating more thorough budgets, s/he will also study and investigate the financial figures from the Africa CDC. The director of finance will create plans to evaluate, control, and reduce any possible financial risks.

Main Purposes

The major responsibilities will comprise, but not be limited to, setting goals, creating budgets, and carrying out financial analyses. The ultimate objective is to lead Africa CDC to achievement.

  • oversees and manages staff members within the directorate, making sure that objectives are met on time and that staff performance is evaluated in a useful way;
  • Encourages policies, strategies, and programs to be implemented and monitored in order to support the efficient implementation of decisions made by the appropriate AU Policy Organs;
  • Makes certain that the directorate’s annual goals are met in accordance with the organization’s overarching objectives and upholds strong departmental monitoring and evaluation processes;
  • guarantees the effective operation of all Divisions within the directorate and provides technical guidance;
  • Oversees direct reports to guarantee their effective performance in accordance with the organization’s performance management policy and system; manages the work of the Directorate;
  • Oversees the direction of the department and makes sure that personnel, finances, performance, program quality, employee relations issues, and training are managed effectively and in accordance with applicable rules, regulations, and procedures;
  • Establishes and preserves positive working relationships and teamwork with other directorates or divisions;
  • Establishes and upholds routine working relationships with senior officials in partner institutions and member states;

  • Sees to it that recurring financial, budget execution, and other reports are prepared;
  • Ensures the management of donations made to the organization is efficient;
  • Establishes and maintains topical collaborations to further the Directorate’s mission;

details of your obligations

  • Monitor the institution’s financial strategic planning by assessing its operation and potential hazards. Creates and implements financial and budgetary strategies, policies, and management systems that are effective, responsive, and efficient in accordance with international accounting standards.
  • Conduct routine financial analysis.
  • Create budgets that are tailored to the needs of institution departments.
  • Set goals and oversee the work of all personnel working in accounting and finance, including management accountants and internal auditors.
  • Keep an eye on all internal control and audit procedures.
  • Write thorough reports on the institution’s monetary progress.
  • Assure adherence to financial regulations and legislation.
  • Identify spending and revenue trends in the institution and provide fixes for any issues.
  • Represent the institution through coordinating with external financial organizations.
  • Participates in the creation of financial accounting rules, regulations, and procedures, as well as their planning and execution, and ensures that they are followed by the Africa CDC;
  • Gathers and oversees statutory monies as well as any funds payable to Africa CDC;
  • Makes sure that the financial and programming processes are coordinated across departments;
  • Evaluates the effectiveness and efficiency of programs in achieving organizational goals and objectives;
  • Encourages effective financial management by ensuring adherence and compliance with the AU Financial Rules and Regulations, Policies, Systems, and Procedures, International Public Sector Accounting Standards (IPSAS), and other relevant laws and regulations;
  • looks for cost-effectiveness and ongoing improvement in the provision of services;
  • in charge of overseeing and being held accountable for the Directorate of Finance’s human resources division;
  • Offers Member States and internal customers accurate, dependable, and timely reporting of Africa CDC as well as professional and strategic advice that adds value;

  • Directs the creation of the Africa CDC’s program budget and monitors its execution;
  • arranges coordination sessions for budgeting and programming;
  • suggests training courses for creating programs, coordinating programs, and creating budgets;
  • oversees the organization’s program budget;
  • develops, suggests, oversees, and puts into practice financial policies;
  • Spreads knowledge of internal financial control systems and best practices for financial management;
  • oversees payment processing and budget execution;
  • Makes permitted investments with surplus liquidity;
  • Aids in the execution of external audits;
  • Ensures the Financial Rules and Regulations are implemented effectively;
  • Ensures the safe custody of all liquid assets owned by the CDC for Africa;

· Ensures that all debts outstanding to the Africa CDC are promptly recovered;

  • Complies with Financial Rules and Regulations by producing quarterly financial and budget execution reports, annual financial statements, and other mission-specific reports;
  • Provides policy and strategy advice to the Director General and ensures that the African CDC’s implementation of financial policy, programming guidelines, an accounting system, budgeting rules, and asset protection procedures is consistent with that of the African Union as a whole;
  • Offers technical direction and guarantees that Divisions under supervision operate effectively;
  • Establishes and upholds positive working relationships with other Departments, Directorates, and Offices within Africa CDC and beyond of it at the level of the African Union;
  • Establishes and maintains frequent working relationships with relevant partner organizations and Member State authorities, and ensures prompt Member State contribution collection.
  • Completes any other pertinent tasks that the supervisor may assign.

requirements for education and relevant experience

  • A master’s degree in accounting, finance, or business management, along with at least fifteen (15) years of experience, eight (8) of which should be in a managerial capacity, and five (5) of which should be in a direct supervisory capacity.
  • Having further training and experience in program management and operations, public health administration, or a related field will be advantageous.
  • It is required to be a member of a globally renowned professional accounting body (such as the CA, CPA, ACCA, CIMA, or Expert Comptable).
  • Relevant professional certifications from specialists are advantageous.
  • Proven track record of managing financial planning, analysis, and operations for numerous businesses.
  • Demonstrated management expertise in risk management, compliance, auditing, and budgeting.
  • Proven track record in carrying out strategic initiatives to boost stakeholder value, resource efficiency, and financial performance.

SECURITY OF POSITION:

  • The three (3) years of the appointment will be on a normal term contract, with the first twelve months being regarded as a probationary period. Following that, the contract will be for a two-year term that is renewable if the performance and deliverables are satisfactory.
