A Public Audit Media Fellowship is being implemented by the Paradigm Leadership Support Initiative (PLSI) as part of its MacArthur Foundation-funded project to improve public audit practises and accountability at the state level in Nigeria. This fellowship will help independent media actors use audit data to look into, report on, and expose corruption at the subnational level in Nigeria.

With the exception of the North Central geographical zone, this media fellowship will identify and train 10 journalists (two from each), teaching them how to use public audit information in conjunction with creative communication and data-driven narrative abilities. The South East-focused Anambra State, the South-focused Delta State, the South-focused Ekiti State, the North-focused Kaduna State, and the North-focused Yobe State are the specific states that are the focus of the media fellowship.

Selected fellows would receive assistance in analysing state government yearly audit reports, tracking public spending that might be corrupt, and looking into such spending in order to reveal patterns or expose corrupt activities for potential punishment by competent authorities. The media outlet where the fellows work will publish the 10 investigative pieces that resulted from the fellowship.

Benefits

  • They would give a stipend of N30,000 to cover the costs of virtual training logistics. Additionally, PLSI will pay for all expenses related to the two days of on-site training in Abuja, including a round-trip ticket in economy class, lodging, and per diem. PLSI will also give each colleague N100,000 extra to help with story coverage and logistics. In order to get input and potential support, they will also organise rounds of discussions with stakeholders on the concepts.
  • As applicants are ideally full-time writers, print, radio or broadcast journalists, filmmakers, bloggers or other media creators with well-established records of publication, dissemination or broadcast in local, regional or national markets, or among targeted audiences or constituencies, PLSI does not guarantee the publication of stories in the Nigerian dailies.

Duration

  • The Fellowship will last for four weeks—two days in Abuja, Nigeria, during the fourth week, and seven days throughout the first three weeks (virtually). Onboarding of Fellows will begin in October 2023.

Training Programmes

  • The training sessions will cover a range of subjects, and they will be led by subject-matter experts. increase the fellows’ ability to comprehend the public audit system more fully and create investigative stories.
  • The classes will cover:
  • Recognising legal frameworks for public audit
  • gathering and examining the audit report
  • Understanding the Public Audit Action Cycle and the function of the Auditor General
  • following up with stakeholders on their responses to audit findings (Public Accounts Committee, Executive Agencies, Anti-Corruption Bodies)
  • Investigative journalism as a concept
  • Knowing how the Public Accounts Committee operates
  • Data journalism that is ethical and accurate
  • Investigative reporting may use audit reports as a source.
  • Investigative report writing example for 2020 and 2021 audit reports
  • Storytelling, data visualisation, and innovative communication
  • The Freedom of Information Act’s Use
  • Utilising technology to check the facts
  • The art of telling stories well and the power of narrative.
