Function of Job

To offer general supervision and management of the Division and to develop strategies and policies to help the Department accomplish its strategic goals and the overarching objectives of the AU.

Main Purposes

  • Creates and executes policies, programs, and initiatives to accomplish the department’s strategic goals and pertinent AU Policy Organs Decisions;
  • develops plans for carrying out important initiatives under the transportation and mobility sector;
  • Coordinates, in close cooperation with AU Member States, Regional Economic Communities (RECs), and other continental and international institutions, the implementation of continental transport and mobility policies, strategies, and action plans;
  • Coordinate and carry out studies, research, and analysis of the African transport and mobility sector on topics of relevance to African Member States, RECs, and other regional and continental African institutions;
  • Provide insight on trends and developments in the transportation and mobility sector to the director of infrastructure and energy, and suggest suitable next steps.
  • Assists in developing and putting into practice transport and mobility strategies by including stakeholders from Member States, RECs and other Regional Mechanisms, Pan African institutions, and other international organizations;
  • Coordinates the implementation of the two AU Agenda 2063 flagship projects, namely the establishment of a single African air transportation market (SAATM) and the Africa Integrated High Speed Rail Network (AIHSRN).
  • Manages and organizes the division’s staff members in terms of organization and performance assessment;
  • Oversees direct reports and manages the division’s workload in order to ensure the Transport and Mobility Division team’s successful performance; pays attention to staff members’ professional and personal development by providing guidance, regular feedback, coaching, and mentoring in accordance with the organization’s performance management policy and systems;

  • Participates in the department’s business continuity planning process and sees to divisional execution;
  • makes ensuring that risks are managed and reduced;
  • Represents the organization at meetings, seminars, conferences, and workshops and offers advice on transport and mobility issues pertaining to Africa and the department’s activities;
  • Establish and maintain relationships with regional and international organizations to raise funds, create and carry out cooperative regional initiatives, and enhance the African transport and mobility sector.
  • Create periodic reports on the actions and programs of the Transport and Mobility Division, as well as contribute to the creation of the department’s report and other monitoring and reporting requirements;
  • Establishes and preserves positive working relationships and teamwork with other Divisions;
  • Participates in the creation of recurring financial and budget execution reports and oversees divisional budget implementation;
  • Upholds a supportive workplace culture that encourages communication and information exchange and is suitable for drawing in, keeping, and inspiring varied talent.

details of your obligations

  • Ensures the creation and execution of all programs, including policies, strategies, and action plans, for the Transport and Mobility Division.
  • Manage the staff’s professional growth and technical and administrative leadership for the Transport and Mobility Division team.
  • Directs and oversees the activities of employees in the division of transportation and mobility;
  • Coordinates, within the framework of decisions made by the AU Policy Organs, the formulation and application of policies addressing all facets of intra-African and international cooperation in the transport and mobility sector;
  • Establishes and oversees the work of specialist technical committees and subcommittees in the field of transportation and mobility;
  • Launches, oversees, and assesses projects in the transportation and mobility sectors;
  • Forges collaborations with RECs and other regional and global organizations working in the mobility and transportation sectors;
  • coordinates the planning and execution of Member State workshops, seminars, and gatherings on specific topics;
  • Plans and designs policy programs for the transportation and mobility sectors in order to realize the continental strategy:
  • Coordinates planning, policy, program, and strategy at the regional and continental levels of air, maritime, road, and railway transportation;
  • Plans and coordinates strategic urban mobility within the context of continental and regional transportation linkages;
  • Plans and organizes the gathering of regular reports on changes in the transportation, mobility, and connectivity sectors;
  • Coordinates and facilitates studies, research reports, and policy documents on the development of sustainable air, road, rail, and maritime transportation infrastructure:
  • Tracks and assesses strategic master plans and charters in the transportation subsectors to identify and rank development initiatives in line with the AU Agenda 2063.
  • Coordinates seminars, workshops, and training in transportation and mobility policy to ensure sustainable transportation, infrastructure, and services at the regional and continental levels while taking rural areas into account;
  • coordinates the creation and administration of the program budget for the sectors of transportation and mobility;
  • Creates a continental database for rail, road, maritime, and air transportation
  • Cooperates closely with important donors, partners, and organizations like the World Bank, UNECA, AfDB, EU, GIZ, and SSATP.
  • creates key performance indicators to make sure that transport and mobility policies are put into practice;

requirements for education and relevant experience

a master’s degree in engineering or economics with a focus on transportation, along with twelve (12) years of relevant work experience, of which seven (7), should have been at the managerial level, and five (5), should have been at the supervisory level.

SECURITY OF POSITION:

  • The three (3) years of the appointment will be on a normal term contract, with the first twelve months being regarded as a probationary period. Following that, the contract will be for a two-year term that is renewable if the performance and deliverables are satisfactory.

REMUNERATION:

  • An indicative base salary of US$ 50,746.00 (P5 Step 1) per year, plus additional benefits like housing allowance of US$ 26,208.00 (per year), education allowance of 100% of tuition and other education-related costs for every eligible dependent up to a maximum of US$ 10,000.00 per child per year, and post adjustment of up to 46% of basic salary for locally hired employees.
