Description

IFC’s Human Resources (HR) Department provides strategic partnership to the business to develop and implement workforce strategies. The HR department includes three Centers of Expertise (COEs) — Strategy & Organizational Effectiveness, Global Talent Acquisition & Mobility, and Talent & Incentives – and two Client Services teams providing support to HQ and regions.

IFC is looking to recruit an HR Manager for Global Talent Acquisition and Mobility unit that will address the specific business needs of IFC’s decentralized model in a challenging and competitive market. This role will enhance the focus on attracting top global talent with international experience and elevating the quality of mobility services, offering a unique opportunity to align talent acquisition and mobility strategies with IFC’s overall business objectives. The position will report to the IFC HR Director, as part of the IFC HR Management Team.

Duties and Accountabilities:


•  Lead the Talent Acquisition team responsible for end-to-end strategic recruitment process, including implementing the transition to skill-based approach in talent acquisition. (Planning, sourcing, effectively managing the relationships with candidate and hiring manager, and ensuring a diverse pipeline of highly skilled talent).
•  Lead the Global Mobility Services team responsible for the end-to-end mobility processes from the initiation of the relocation to the successful arrival of staff at their new duty stations, ensuring their positive relocation experiences and the adherence to policies and procedures.
•  Lead the development and implementation of comprehensive policies, procedures, and processes related to global talent acquisition and mobility, aligned with HR strategies and business objectives, while optimizing staff experience and ensuring compliance and operational efficiency.
•  Collaborate with IFC COEs and with People and Culture teams to co-create institutional and customized programs, ensuring that the best practices are embedded into all processes, tools, and frameworks.
•  Partner with Client Services Managers to support strategic engagement in global talent acquisition and mobility functions.
•  Lead the branding and outreach activities that clearly communicate Employee Value Proposition to attract right talent into the IFC. 
•  Lead the team in implementing innovative candidate sourcing strategies, aligned with advanced market practices. 
•  Enhance IFC’s organizational effectiveness through consistent implementation and best practices of global talent acquisition, and the delivery of global mobility services to support business needs. 
•  Build and maintain strong relationships with key stakeholders, including senior leaders, employees, and external partners.
•  Lead and develop a high-performing HR team that is aligned with the organization’s goals and objectives as well as foster a culture of continuous learning and development.
 
People/Talent Management responsibilities: 
•  Model exemplary World Bank leadership values and managerial behaviors as well as reinforce these qualities among team members.
•  Provide leadership, direction, coaching, and feedback to develop a high performing and talented team. 
•  Drive and inspire technical excellence by creating an environment of learning and innovation that attracts and develops the best talent with diverse backgrounds.
•  Lead and support the unit in developing and implementing appropriate strategies for attracting talent and delivering global mobility services. 
  
Resource Management responsibilities: 
•  Accountable for delivering the agreed upon work programs through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies. 
•  Mobilize and manage financial resources in compliance with policies. 

Knowledge Management responsibilities: 
•  Disseminate the best practices and lessons learned in HR.
•  Ensure adequate flow of knowledge and expertise to support clients with highest quality support and knowledge.

Selection Criteria

•  Commitment to IFC’s mission, unquestionable integrity, demonstrated leadership values, and exemplification of World Bank managerial competencies, as referenced below. At least 12 years of experience in positions of increasing complexity and responsibility; minimum of 5 years of experience managing teams (preferably multi-cultural teams). 
•  Advanced degree in relevant field (e.g., human resource management, organizational development, business administration or related discipline). 
•  Extensive knowledge of financial services and experience in private sector. 
•  Demonstrated client relationship management skills; proven ability to collaborate with internal and external stakeholders to deliver results in a fast-paced and dynamic environment.
•  Experience of developing and delivering a talent acquisition strategy in international organizations with a particular focus on employer branding and Employee Value Proposition.
•  An in-depth understanding of the end-to-end global mobility processes and experience of implementing process improvements.
•  Demonstrated experience in successfully translating business and HR strategies into the design and implementation of programs.
•  Ability to handle complexity and ambiguity as well as deal with competing priorities and tight deadlines. 
•  Mental agility to keep pace with a constantly evolving business environment. 
•  Strong leadership capabilities and experience in managing people, especially in leading diverse and high-performing teams.
•  Highly developed personal integrity, strong values, and ethics. 
•  Experience of leading change efforts/initiatives which involve senior level stakeholder input.
