Position Description

The International Rescue Committee (IRC) reacts to the biggest humanitarian crises in the globe and assists those whose lives and means of subsistence are destroyed by conflict and natural disasters in surviving, recovering, and taking back control of their life. The International Rescue Committee (IRC) was established in 1933 at Albert Einstein’s request. It assists those who are displaced due to war, conflict, and disaster as well as the host communities that provide for them. We are currently working to enhance results in the areas of health, safety, economic wellbeing, education, and power in over 40 different nations and 25 different U.S. cities. Reaching zero-dose children in vulnerable, emergency, and refugee contexts throughout Ethiopia, Sudan, South Sudan, and Somalia is the goal of the $50 million, 3.5-year (July 2022–March 2025) GAVI-funded REACH consortium, which is being led by the IRC.

Position description

For the IRC GAVI REACH project, IRC is looking for a Technical Coordinator (Roving) who will, while working under the direction of the Immunization Advisor, coordinate across countries and offer technical assistance (both in-person and remotely) to the project’s service delivery teams and local partners in Somalia, Ethiopia, Sudan, and South Sudan. She or he will be a key member of PMU’s technical team (based at REACH PMU, at IHUB Nairobi, Kenya), supporting efforts to build capacity, tracking performance progress against set milestones to drive results for impact, and taking part in routine monitoring visits for program quality and compliance with IRCs, donor and MOH guidelines.

A deployment to any country is required for this role, which primarily has a country-facing roaming component. At least 75% of the holder’s time must be spent providing in-person and remote technical support to country REACH technical teams, and 25% must be spent supporting cross-cutting technical linkages, processes, and work streams at the PMU level. The post will be for a year initially, with the possibility of renewal pending continuous need, fund availability, and performance.

Important Responsibilities

Management and coordination of the program

  • Under the guidance of the Immunization Advisor, assist REACH national teams in developing and putting into action crucial measures to guarantee program validity, hasten last-mile immunization program delivery, and scale up implementation.
  • Assist national project teams in developing, implementing, and monitoring activity work plans in conjunction with the Immunization Advisor and the PMU technical team. Regularly assess performance to identify bottlenecks and track down course corrective actions to maintain high performance. To ensure that implementation proceeds as planned, all indicated technical coordination steps must be followed through to completion.
  • Under the direction of PMU’s operations teams, assist REACH country teams in tracking fund usage, budget versus actuals analysis, development/revision of spending plans, and follow-up on proposed course-corrective measures to encourage spending in accordance with approved budgets and accelerated implementation plans.
  • Support REACH country teams in monitoring and data management (including using data to influence course correction, learning, and advocacy), as well as documentation of success stories, under the direction of the Immunization Adviser and MEL team. Add to the writing of donor and other ad hoc technical reports as directed by/ask line management for assistance.
    · Fill the post of Country Project Coordinator in the event it becomes vacant while also assisting the relevant country program to do so

Technical • In collaboration with the Immunization Advisor, the country REACH project coordinators, and the PMU, identify performance gaps, propose corrective actions, and establish action plans.

  • As specified by the pertinent MOH or project standards, make sure that all REACH activities adhere to established standard processes and follow standardized protocols, policies, and guidelines.
  • Assure the program’s effectiveness, development, and adherence to donor and IRC standards.

Support the REACH country technical team’s and local partners’ capacity building by providing technical training, continuous technical coaching, supervision, and OJT on the provision of high-quality vaccination services.

  • Exchange cross-context learning with REACH country program staff

Job requirements:

Education: MD/RN, RN with public health or an equivalent degree, together with a Master’s or post-graduate degree in public health, public health nutrition, or an equivalent.

  • Work Experience: 4-6 years, with at least two of those years spent in technical coordination for a health program; knowledge in managing collaborations with the government (MOH and/or national programs);
    Experience with or knowledge of immunization programs (national or sub-national immunization planning; capacity building for system strengthening; development of community-focused strategies to increase coverage; use of immunization data for monitoring and decision making; strengthening of the immunization supply chain; and demand creation) is desirable.   • Capable of collaborating with and strengthening the capabilities of distant, multicultural, and multidisciplinary teams; able to offer physical and remote technical support to advance outcomes across multinational technical teams.
  • Effective writing and verbal interpersonal communication abilities, as well as the capacity to foster teamwork.

Relationships with the PMU team, Country REACH team, and coworkers in the Health Unit are close. close ties to program teams in the region and country. Keeps IRC internal departments, such as the Awards Management Unit, External Relations, and the departments of Communications and advocacy, up to date on program operations.
External: Donors, other non-governmental organizations, interagency teams, and foundations; global and local GAVI REACH implementing partners.

Green security level. In general, Nairobi and Uganda’s security situation is quiet.
