Organizational context

Job holders operate with a high degree of independence, managing junior staff to ensure program and organizational policy objectives are fully achieved. They are typically involved in a wide variety of program activities and organizational policy and analytical work, some of which can be of considerable complexity. Job holders at this level are expected to contribute to improved performance within a team/sub-office.

Purpose of the position

Provide support to the organization’s policy and program implementation activities that effectively meet food assistance needs.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):

  •  Contribute to the development of a wide variety of projects, plans and processes, ensuring alignment with broader program policies and directions.
  •  Provide project management support for specific and defined programs and projects of considerable size/complexity, ensuring a coordinated approach with wider programs consistent with WFP standards and procedures.
  •  Develop and coordinate data collection and monitoring systems ensuring that quality standards are maintained.
  •  Research and analyze a range of policy and operational issues to inform the development of policies, programs and activities.
  •  Contribute to the preparation of accurate and timely reports on programs and activities that enable informed decision-making and consistency of information presented to stakeholders.
  •  Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  •  Support the identification, development and management of potential partnerships for collaborative work leading to improved food assistance packages.
  •  Support capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. by contributing to training tools.
  •  Guide and supervise more junior staff, acting as a point of reference and supporting them with analyzes and questions.
  •  Other as needed

Demonstrates ability to identify the main hunger problem at the national or sub-national level to design and implement context-specific programs that incorporate complex analyzes and the full range of food assistance tools.

Demonstrates ability to analyze and consolidate quantitative and qualitative data

information from different sources (e.g. market research) to inform transfer modality selection and program design.

Broad knowledge of specialist areas (i.e. Nutrition, VAM, monitoring, budgeting system under Country Budget Portfolio (CPB) etc.)

Demonstrates the ability to interpret basic data within the context of WFP’s specialist areas to contribute to technical program design, implementation and monitoring.

Emergency programming

Shows ability to translate understanding of principles of programming in emergencies and protracted conflict situations into relevant, effective and context-specific approaches.

Engagement in strategy policies with government

Develops in-depth recommendations using multiple inputs (e.g. advice, research, own experience) to strengthen national or sub-national entities and government food and nutrition security programs.

DESIRED EXPERIENCES FOR THE POSITION :

  •  Field experience resulting in solid technical knowledge
  •  Experience in leading program implementation.
  •  Experience in providing inputs to strengthen/guide discussions and decisions on the way forward.
  •  ASSET: strong exposure to areas such as: resilience and integrated packages and/or school canteens and/or cash transfer modality.

MINIMUM STANDARD ACADEMIC QUALIFICATIONS :

  •  Education: Advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Sciences, Social Sciences or other field relevant to international development assistance, or first university degree with additional years of related work experience and/ or training/courses.
  •  Language: Mastery of the French language (level C). Intermediate knowledge of the English language (level B)
