COMMON MINIMUM REQUIREMENTS

EDUCATION: First university degree plus extra years of relevant work experience, trainings, or courses; or advanced university degree in Political Science, International Development, International Relations, Communications, Sociology, Social Research Methods, or other field relevant to international development assistance.

EXPERTISE:

  • eight or more years of relevant professional experience working with national development policies, plans, programs, and institutional structures; ideally with regard to nutrition and/or food security, as well as with issues of national capacity building and/or program and knowledge management;
  • increased expertise in providing state governments with operational support and technical coordination;
  • possesses expertise in creating multi-stakeholder collaborations and a solid understanding of corporate and governmental plans and priorities;
  • has significant experience finding new opportunities and contributing to the creation of solutions with potential partners;
  • has broadened engagements across sectors and regions and established long-term partnerships;
  • strong interpersonal, communication, and analytical abilities; competence in conceptual analysis, planning, and training; and a track record in training and facilitation.

Vernaculars:

proficiency in the English language (level C). Intermediate proficiency in Hausa and/or Kanuri (level B).

JOB GOALS

The Nigeria Country Office is looking for a seasoned National Partnership Officer (SC10) to serve as the main point of contact between WFP and Borno State Government agencies in order to fulfill the aforementioned duties. When necessary, the incumbent will work closely with the Head of Units and Subject Matter Experts (SMEs) while being directly supervised by the Head of Area Office. The incumbent will specifically be in charge of performing the following duties and responsibilities: Important Accountabilities (not exhaustive)

  1. Encourage, fortify, and advance cooperation between the Borno State Government and the World Food Program by means of improved coordination, communication, and capacity building. Give the government teams technical assistance and professional guidance in the areas of nutrition, food security, and other pertinent programmatic areas to improve advocacy for resource mobilization, usage, and service delivery; Determine where government institutions lack the necessary resources, then assist in providing appropriate training. Improve government officials’ comprehension of humanitarian principles and coordination procedures in order to provide a unified approach by promoting a more effective and coordinated response; Encourage the government to get more involved in and supportive of humanitarian operations. To improve cooperation, form and preserve strategic alliances with pertinent ministries, departments, and organizations; actively seek out, emphasize, and recommend a plan of action to foster a variety of topics of shared interest; arrange for collaborative field visits and the creation of briefing materials to enable communication between the Government and WFP over matters relevant to the partnerships; Create an engagement plan based on sociopolitical insights, and offer advice on how to strategically connect WFP activities with government goals and new challenges to make an effect; support the gathering of important parties through the use of current coordination structures, such as the government, donors, UN agencies, and the private sector, in order to forge alliances and create synergies on important issues of shared interest (such as capacity building, climate change, food security and nutrition, etc.); Keep an eye on the execution of cooperative projects to make sure that established rules and norms are being followed. Publish reports on a regular basis regarding achievements, difficulties, and suggestions to assist in decision-making; Take part in important gatherings involving pertinent parties, such as those discussing civil-military collaboration; any additional duties that arise.
