Job Specifications
- The M&E Officer will coordinate and carry out the monitoring and evaluation, research, and learning activities of the Project within Borno State-supported LGAs, reporting directly to the Education State Manager on an administrative level and through a technical dotted reporting line to the M&E Manager. He or she will assist in the creation of a methodical monitoring structure to enhance the quantitative and qualitative data that the Project has collected.
Principal Accountabilities:
- Oversee research, assessments, surveys, and diagnostic studies for the PIRCAP program.
- Collaborate closely with the program officers and managers of ECHO PIRCAP to make sure that standard monitoring instruments that record program activity and indicator progress have been tested for the project.
- Make that the project’s feedback and accountability systems are operational.
- Help with project learning by conducting, recording, and discussing best practices and lessons learned, then implementing these into the project.
- Assist in creating monthly project activity plans, which should include M&E plans.
- Choose the data collection techniques and the monitoring activities to be carried out in cooperation with the project team.
- Work with the project team to make sure that monitoring activities are included in the project work plans (or that a separate monitoring work plan is established), that it is updated, and that progress is monitored.
- Develop, translate, test, and complete data gathering tools as needed in cooperation with project staff.
- Collaborate with project personnel to guarantee that data is gathered, recorded into databases, and tracked. Conduct frequent platform data quality audits to find and fix systemic issues that impact data quality.
- Track the status of the action items pertaining to implementation and M&E activities in collaboration with the project staff.
- Provide M&E inputs for reports prepared during project execution in conjunction with project team. Additionally, generate monthly reporting and updates.
- Keep a close eye on field data gathering and report any problems to the M&E manager and program manager.
- For the PIRCAP initiative, closely collaborate with other sectors to guarantee seamless activity integration.
Important Working Connections:
- The position reports to the State Manager for Education, and there is a dotted line that goes to the M&E Manager. Directly overseeing position: NILL
Requirements
- a university degree in development economics, statistics, social science, or a similar field
- Five years minimum of experience working in the humanitarian or development sector
- solid technical expertise in monitoring and evaluation, as well as familiarity with the gathering and analysis of both qualitative and quantitative data.
- shown expertise in creating monitoring strategies, gathering data, using databases, information management systems, analysis, and performance tracking.
- demonstrated capacity to mentor and develop others.
- thorough understanding of the concepts of humanitarian accountability and how they are used in real-world situations
- strong interpersonal, organizational, and planning abilities
- outstanding reporting, presenting, and analytical abilities
- willingness to visit far-flung and/or difficult-to-reach places when on a lengthy journey in northeastern Nigeria.
- Working Environment: Frequent trips to deep fields may be necessary for this position. The position will be filled in a typical office setting. Adherence to security measures is crucial for any field visits.
