Duties

Conduct quality checks on the yearly USPSC assessments, ensure that direct hiring forms are accurate and compliant, and offer recommendations and professional interpretations of federal rules, guidelines, and performance management standards.

Give managers and staff members professional direction, counsel, and advice on a range of straightforward to difficult questions or problems.
Review and assess work plans and individual development plans independently, providing feedback to staff members and managers as needed.
For USPSC workers and other staff, evaluate and provide assistance with the Workman’s Compensation Program, Family Medical Leave (FML), Paid Parental Leave, and Leave without Pay (LWOP) approval and counseling processes.
Support the prizes and Recognition Program by acting as coordinator and liaison, interpreting the agency’s award and recognition policies and processes, and offering professional advice and direction on a variety of incentive prizes.
Assist management and staff with career development principles, methods, and opportunities by researching career development options and writing formal and informational correspondence.

Qualifications

Particular Experience:

  • GS-12: You must have a year of specialized work experience at a level of responsibility and difficulty that is equivalent to that of the GS-11 position in the federal government.

a) Technical experience in the areas of performance management, staff development, employee relations with applicable EEO laws or regulations, general employment laws or regulations, and policy changes for various hiring mechanisms are examples of qualifying specialized experience at the next lower level for this position.

c) Expertise and aptitude for using legal and regulatory requirements as well as federal civilian HR principles, methods, and concepts.

d) Give management advice on procedures for evaluating an employee’s performance and their capacity for clear communication with a variety of audiences, both verbally and in writing.

e) The ability to advise on skill allocation and transferrable skills based on knowledge and experience.
GS-13: You must have a year of specialized work experience at a level of responsibility and difficulty that is equivalent to that of the GS-12 position in the federal government.

f) Advanced technical aptitude in the areas of performance management, staff development, employee relations with applicable EEO laws or regulations, general employment laws or regulations, and policy changes for various hiring mechanisms;

f) Advanced knowledge and skill to independently research, interpret, and apply federal civilian human resources laws regulations, policies
