Responsibilities

The Information Systems Officer is accountable for the following tasks, within the bounds of the delegated authority:

  • Oversees projects involving feasibility studies, systems analysis, design, development, and implementation of new, moderately complex systems, and/or takes part as a team leader in the creation of more sophisticated systems.
  • Take part in managing the services necessary for the gProject systems and GTT to function.
  • Creates thorough system and other functional requirements, as well as user documentation, cost, and security analyses, for big systems.
  • Offers specific advise to users, understanding their needs and converting them into new applications; identifies integration and linkage problems with application systems.
  • Maintains, enhances, or improves current user systems; troubleshoots and offers ongoing user assistance, which may involve fixing challenging issues, offering guidance on the application of novel methodologies, tracking transactions to gauge performance and the ongoing efficacy of assigned systems, etc.
  • Creates and maintains computer programs that need the integration of several interconnected systems and program components; makes sure that the right access and data security measures are in place while taking into account both local and remote difficulties.
  • Plans and executes unit and integration testing; uses test bases; helps users with acceptance testing.
  • Creates operational and user manuals, training materials, and instructs staff in designated systems.
  • Creates strategies for catastrophe recovery and makes sure that individuals in charge have received the proper preparation and training.
  • Conducts investigations into, analyses of, and evaluations of new technologies, and provides deployment advice.
  • Contributes to the writing of reports and papers on system-related subjects, such as information strategy and system needs.
  • Handles administrative duties like budgeting, hiring, and capacity planning.
  • Verifies the accuracy, security, and operation of the code.
  • Depending on service requirements, is available for assignments on call after hours.
  • Manages, mentors, and develops the skills of team members, consultants, outside specialists, etc.
  • Makes application delivery easier to support effective DGACM business processes.

A thorough understanding of all facets of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities, and execution protocols, as well as knowledge of several high level programming languages. Education

  • Master’s degree or equivalent in computer science, information systems, mathematics, statistics, or a related discipline; advanced university education. The first-level university degree may be accepted in place of the advanced university degree if it is combined with the necessary work experience.

Experience at Work

  • It is necessary to have at least five years of steadily increasing responsibility in the planning, design, development, implementation, and maintenance of computer information systems or closely related fields.
  • It is necessary to have at least five years of experience managing software development teams.
  • It is necessary to have at least five years of expertise designing and building sophisticated solutions using Microsoft technologies (C#, ASP.net, MSSQL, etc.).
  • It is necessary to have at least three years of expertise using and maintaining Azure Cloud Services in a multi-layered application environment.
  • It is necessary to have at least two years of expertise creating data integration and pipeline designs, including ingesting data using various techniques such message queues, database connections, flat files, REST, or particular APIs.
  • It is necessary to have experience supporting multi-layered systems’ third stage of production.
  • It is necessary to have at least one year of experience with CI/CD pipeline management solutions, such as Azure DevOps pipelines or something comparable.
  • Experience utilizing Azure DevOps Services, Team Foundation Services (TFS), or GIT to manage projects using the Kanban style is preferred.
  • Experience managing software development teams across numerous time zones and locations is preferred.
  • It would be ideal if you have prior experience building Infrastructure as Code (IaC) using ARM templates or bicep DSL.

Languages

  • The UN Secretariat’s working languages are English or French, and both must be spoken and written with proficiency. Knowledge of the other language is preferred. An advantage is having knowledge of another UN official language.

Assessment

  • An assessment exercise and a competency-based interview may both be used to evaluate competent individuals.

Particular Notice

The initial term of any appointment or assignment to this job is one year. As a result, the appointment, assignment, and renewal are dependent on the funding, approval of the budget, or extension of the mandate.

The Secretary-General, in accordance with staff regulation 1.2(c), has the ability to appoint staff members to any activities or offices of the United Nations. Additionally, under the terms outlined in ST/AI/2023/3 on Mobility, as may be amended or revised, staff members in the Professional and higher category up to and including the D-2 level as well as the Field Service category are typically required to move periodically in order to discharge functions in different duty stations.
