The National Endowment for Democracy (NED) Grants Program 2023 is now accepting applications. The National Endowment for Democracy (NED) awards more than 2,000 grants annually to nongovernmental organizations working in more than 100 different countries to improve democratic institutions and advance democratic values.

NED is interested in hearing proposals for impartial programs from regional, independent groups that work to:

  • Promote and uphold the rule of law and human rights
  • Support independent media and information freedom
  • bolstering democratic principles and values
  • Encourage responsibility and openness
  • bolster civil society groups
  • bolster democratic political institutions and procedures
  • encouraging civic education
  • encourage the use of democratic conflict resolution
  • Promote associational freedom
  • expand the market economy’s base

Eligibility for Grants Program for the National Endowment for Democracy (NED)

NED only provides funding to nongovernmental organizations, which can include associations, civic groups, noncommercial media outlets, and other entities of a same nature.

NED welcomes applications from groups operating in a variety of settings, including as recently established democracies, nations with a mixed system of government, extremely restrictive cultures, and those going through democratic transitions.

NED does not award funds to private individuals, public entities, or organizations that receive state funding, such as public universities.

Evaluation Standards

The NED Board of Directors makes decisions every three months. The Board takes into account the following elements:

  • how a program relates to the Endowment’s overarching goals
  • its applicability to certain requirements and circumstances in a particular country
  • the applicant’s experience and dedication to democracy

Application for Grants Program for the National Endowment for Democracy (NED)

The following elements must be included in applications:

  • The same fundamental organizational data is gathered using the organizational profile form.

This form is used to gather information particular to a project.

  • Proposal Narrative: To create the proposal narrative in advance in English or your native tongue, follow the proposal guidelines. The project should be described in the narrative.
  • The proposal budget outlines the financial aspects of the project you want to carry out using NED money. It should be aligned with the activities described in the proposal narrative. Use the Microsoft Excel Budget Template wherever practical and refer to the Proposal Guidelines for more information. This document will be an attachment to your online application.
  • Include your Certificate of Registration or other legal proof of your organization’s status in the registration documents, if appropriate. This supporting documentation is not necessary if your organization is not registered. Instead, kindly include a justification for your organization’s non-registration (in the transmittal email) as well as the status of any pending registration applications.
  • Fill out the necessary paperwork and create a narrative proposal outlining your project to apply for a grant. Send the necessary paperwork and your proposal to the following address using secure email or other secure communication, depending on where your project will be implemented:
