The Humphrey Fellowship Program is designed for seasoned professionals who want to improve their leadership abilities via a mutual exchange of information and understanding regarding problems that affect both the United States and the Fellows’ home countries.

Institution(s) hosting:

Fellows are assigned to a US university that is a cooperating institution. It is not possible for fellows to select the university they will attend. Instead, they are matched with the best host institution in a variety of groups of 7 to 15 according to their professional and interest-related fields.

Level and area of study:

The Fellowship, a non-degree program, provides beneficial possibilities for professional growth through chosen university courses, conference attendance, networking, and hands-on job experiences. The program fields that qualify are:

• Agricultural and rural development; communications/journalism; economic development; educational administration, planning, and policy; finance and banking; higher education administration; HIV/AIDS policy and prevention; human resource management; law and human rights; public health policy and management; public policy analysis and public administration; and substance abuse education, treatment, and prevention

Amount of Awards:

Each year, 200 Fellowships are given out.

Individuals from Sub-Saharan Africa, Europe, Eurasia, the Middle East, North Africa, East Asia and the Pacific, South and Central Asia, and the Western Hemisphere who are eligible.

Scholarship worth and components:

What the Fellowship offers:

•      Pre-academic English language instruction, if necessary; Payment of tuition and fees at the designated host university; A maintenance (living) allowance, including a one-time settling-in payment;

•      Insurance against accidents and illnesses; a stipend for books; a one-time computer grant;

•      A Professional Development allowance for professional activities, such as field trips, business travels, and conferences; Air travel (both domestic and foreign travel to and from the United States during the program).

Eligibility:

The candidate must possess:

•      A first-year university degree, at least five years of full-time work experience, and an undergraduate degree

•      Limited or no prior experience in the United States, leadership characteristics that have been demonstrated, a history of community service, and English language proficiency

Application guidelines:

Depending on the nation, application deadlines typically fall between May and September each year. You will be informed of the internal deadline for submission of applications by the nominated U.S. Embassy or Binational Fulbright Commission. The Institute of International Education headquarters in Washington, DC must receive nominations from embassies and commissions by October 1.
