The programme is a flagship management and capacity-building initiative of the Lagos State Ministry of Establishments and Training designed for high-potential civil servants on Grade Levels 12–14. It combines management improvement, digital governance, mentorship, project-based studying, and data switch to arrange future public-sector leaders.
