Qualifications

The eligibility requirements for the Chief Minister Fellowship in 2023 are as follows:

  1. As of the application deadline, the candidate’s age must fall between 21 and 26 years old. That individual is someone who was born on March 3, 1997, and March 3, 2002, inclusive.
  2. The applicant must have graduated with at least 60% in any field of study. Nonetheless, those with more education will be given priority.
  3. The applicant must have worked a full-time job for at least a year. Experience will be deemed to have completed a full-time internship, apprenticeship, or articleship as a requirement of a professional course. Entrepreneurship or full-time self-employment will also count toward experience.
  4. The applicant must be fluent in Marathi, both in writing and reading. It is necessary to have a sufficient command of Hindi and English. Candidates should be familiar with computers and the internet.

Nature

  1. The Fellowship will last for a period of 12 months starting on the day the Fellow is admitted. On the same day, each Fellow will report for duty. Everyone in the fellows must be present at the designated time and location.
  1. The chosen Fellow will be assigned to a particular authority’s office. These positions of authority include those of District Collectors, District CEOs, Commissioners, Government Secretaries, Managing Directors of Corporations, and other high-ranking government officials.
  2. The Directorate of Economics and Statistics will decide who is appointed to a certain authority. The Fellows will not be able to choose who gets what authority.
  3. The chief officer of the relevant authority will supervise the Fellows’ work. They will contribute to the authority’s efficient operation. We’ll refer to this as “Field Work.”
  4. The Fellows would be required to finish a specific course created by IIT Mumbai or IIM Nagpur in addition to their fieldwork. For each fellow, one of these institutions will be chosen at the discretion of the Directorate of Economics and Statistics. The academic institution will not be chosen by the fellows.
  5. The Fellowship completion certificate will only be awarded to fellows who successfully complete the academic course and fieldwork.

    There are two steps in the choosing procedure. To proceed to the second step, each applicant must pass an online objective test during the first stage.
    210 candidates who received the best scores in the online exam advance to the next round. These applicants must turn in three essays covering the specified topics. Candidates who submit essays are personally interviewed for the final selection. Merit-based selection is used to choose 60 candidates.

  7. Do I need to submit the original paperwork with my application?
    Upon application, the original documents are not needed. The application form must be completed with the data from these documents. On the day of the interview, the original documentation of the candidates who were chosen for the interview process is checked. If there is a mismatch between the stated facts and the original documents, the candidate may be subject to legal action or debarment.
  8. To whom will I report as a fellow?
    Senior government officials will oversee fellows personally and serve as their mentors. These authorities will engage with fellows on a regular basis, providing them with updates on their duties.
    The Directorate of Economics and Statistics, in addition to their mentors, will receive the monthly report that fellows are required to provide. Every three months, the director of the Directorate of Economics and Statistics will assess the fellows’ performance. Twice a year, the honorable chief minister and deputy chief minister will also evaluate the fellows’ assignments.

    Every man’s work is of a different character. It is contingent upon their placement and the demands of the officer or office they are assigned to. The fellows may be involved in policy-making, planning and carrying out initiatives and projects, overseeing projects, reviewing current government programs, and assisting with their implementation. Depending on the nature of the work, the fellows may work on a single project for the duration of the fellowship or they may work on several projects.
    In addition to their usual responsibilities, the fellows distributed throughout the authorities had previously worked together and offered the government with creative ideas and policy proposals.
  10. Do you favor any particular educational path, set of abilities, or characteristic in the Fellows?
    Upon graduation with honors from any field of study, candidates may be appointed as fellows. The fellow must demonstrate the self-assurance, analytical thinking, leadership abilities, problem-solving abilities, communication skills, and soft skills necessary to collaborate with a variety of stakeholders. The selection of fellows is unaffected by factors other than the eligibility requirements, such as gender, sexual orientation, marital status, occupation, socioeconomic background, handicap, rural upbringing, etc.
  11. Do the fellows have access to training?
    We have partnered with IIT Mumbai and IIM Nagpur this year. A half of a fellow will be trained in successful public policy tools and processes by each of these organizations. There will be online and on-campus modules for these training courses. To receive the certificate of fellowship completion, all fellows must attend the training program and successfully finish it. These training programs’ specifics will be released when the time is appropriate. In addition to these activities, there will be organized visits to different organizations, conversations with notable individuals, etc. These encounters and exchanges provide invaluable insights. For the job that fellows will be performing at their placement, there is no particular training required. The reason for this is that each fellow’s work profile varies based on their placement, authority requirements, and skill set. It is expected that fellows will pick up knowledge on the job. The fellows will be guided by the mentoring officers.

    Working for a large, influential organization like the government is a very uncommon and exceptional experience. The fellowship program improves a variety of abilities in management, communication, creativity, and problem solving, among other areas.
