Summary of Job
- The IDEA department at CRS strengthens the agency’s strategic positioning by working with both new and returning institutional donors to secure funding and oversee initiatives that further Vision 2030. The department’s teams concentrate on three primary tasks: interacting with donors, potential clients, and strategic partners; obtaining new business; and meeting donor criteria by delivering the results specified in the institutional award agreements.
- The “deliver” area objectives are advanced by the Project Support and Delivery team through the management and stewardship of institutional donor relationships and resources, the growth of CRS’s business and influence, and the development of staff capability in a variety of resource acquisition and management areas.
- Offering thorough project assistance to a portfolio of projects will be the responsibility of the Project assistance Officer (PSO). The PSO will collaborate closely with Chiefs of Party, staff members from country program and regional offices, and other CRS departments to ensure that projects are carried out successfully from the beginning to the end. The PSO will effectively connect with donors on the outside and maintain close working ties with different CRS units on the inside to represent CRS and the project interests. When necessary, the PSO will also support company growth initiatives, mostly but not exclusively within their portfolio.
Principal Duties and Positions
- Collaborate closely with the project, financial, and award management teams to guarantee timely submission of high-quality deliverables and award compliance.
- Determine the project’s weak points, evaluate the effects on the donor and the country program, and work with the award management team, project staff, and country program management to provide workable remedies.
- Oversee award compliance, negotiate and process awards and amendments, handle implementation-related problems, and finish deliverables as part of the complete lifecycle award management process.
- Speak with external donors and stakeholders on behalf of CRS and the projects in your portfolio.
- Contribute to the design of certain business development possibilities, donor preferences, and proposal reviews.
- Find areas of concern with the way the project is being implemented, evaluate the effects on CRS and the donor, and, if needed, collaborate with personnel from other departments, project support staff, and project staff to develop workable solutions.
Essential Requirements (BQs)
Knowledge and expertise
- the bachelor’s degree
- Four years of minimum applicable experience, including a minimum of two years of experience working in low-resource environments and traveling.
Required Linguistics:
- English proficiency is necessary; proficiency in another language is encouraged.
- Journey –
- Ability and desire to spend up to 25–35% of working time in low-resource areas abroad.

- Capacity and willingness to collaborate amicably and cooperatively with a wide range of employees.
- Ability to collaborate with various stakeholders in various locations has been demonstrated.
- knowledge of financing cycles, technical specifications, project deliverables, rules, and working preferences for USAID and/or USDA.
- in overseeing projects and assisting with their execution at every stage of their lifespan.
- Outstanding interpersonal skills and background in high-level representation and negotiation
- A person needs to be able to influence others without having direct authority.
- Proficiency in recognising, evaluating, investigating, and addressing problems at every stage of a project in a way that best serves CRS and its objectives.
- Individual manages their portfolio using a whole-agency perspective, taking external dynamics and interests into account when recommending projects for approval.
- The individual views their portfolio through the lens of the entire agency, identifying and extracting important information that is relevant to CRS at the agency level and sharing it with the appropriate units and individuals.
Ideal Qualifications:
- familiarity with Catholic social teaching concepts and CRS projects.
- master’s degree in a related discipline, such as international relations or development.

- During emergencies, work may be needed on the weekends and in the evenings.
- About 25–35% of the job’s work is travel, sometimes to difficult places and for protracted stretches of time that can continue for several weeks or months.

- Internal: IDEA personnel, Overseas Operations personnel stationed in both the HQ and the field, Mission and Mobilization (colleagues in advocacy), Global Risk and Compliance, Office of General Counsel, Technical Advisors, and Overseas Finance.
