Duties:

Keep an eye on and report on how the local authorities are carrying out their international commitments and their traditional duties as refugees. Regarding the population that UNHCR considers to be of concern within the designated geographic area; provide the UNHCR Representative with suitable recommendations based on local circumstances and developments.

– Promote and advocate for UNHCR standards regarding the treatment of internally displaced people (IDPs) and refugees, as well as asylum seekers, where applicable; Encourage and motivate relevant authorities and local opinion leaders to respect UNHCR standards that have become accepted worldwide.

– Ensure that the relevant population’s basic needs are accurately assessed, involving the UNHCR, the host governments, the competent Implementing partners, and/or the beneficiaries themselves.

– Subject to needs, make sure that identified assistance projects are planned, developed, and budgeted in accordance with the UNHCR program cycle; after an assistance project is approved, make sure that identified assistance activities are implemented on time and rigorously monitored.

– Assure that all deadlines for tracking and reporting UNHCR operational activities—which encompass both administrative and assistance—are consistently fulfilled through the subordinate staff.

– Maintain optimal management of all UNHCR resources—human, financial, and material—for the benefit of the affected populace as well as UNHCR employees. Make sure that all security measures at the UNHCR office (and residential compounds, if applicable) are up to date; any security lapses or possible threats should be notified right away to the appropriate UN security coordinator in the nation. – Assure that living and working conditions for staff members are kept at a satisfactory level within the confines of the operational area; this calls for keeping up with local health and medical facilities and having evacuation options available in the event of an emergency.

– Lead, mentor, and encourage subordinate employees to uphold the highest standards of behavior and conduct via their own actions and practices.

– Write and provide verbal and written reports on a regular basis to the UNHCR Representative. Any significant phone talk that results in a certain action or inaction should be recorded and shared with the other party.

– Represent UNHCR with local authorities in the AOR and in interagency fora.

– Ensure adherence to the policies and guidelines of UNHCR on global protection, programs, finances, human resources, and security.

– In collaboration with regional authorities and non-governmental organizations, submit project proposals to UNHCR Representation for aid to refugees and other individuals of concern.

Take the lead in risk assessments and conversations with the team or teams to proactively manage risks and take advantage of opportunities impacting goals. Make sure that operational and strategic decision-making incorporates risk management concepts. Assign resources to scheduled treatments in accordance with the strategic plans’ resource requirements. Make sure risks are escalated as necessary and managed to acceptable levels. If you are the risk owner, name a risk focal point, attest to the completion of the yearly risk review, and make sure the risk register is updated as needed throughout the year. carry out other relevant tasks as needed.

Minimum Requirements

Experience / Degree Level:

P5 requires 12 years of applicable undergraduate experience, 11 years of relevant graduate experience, or 10 years of relevant doctorate experience.

Education Domain(s):

Human Resources Management; Personnel Administration; Law; Political Science; International Relations; Economics; or any other pertinent domain.
