Objective of Work
- to give the African Union (AU) Commission legal advice and strategic direction.
Principal Tasks
- Serves as the main point of contact for AU legal matters.
- Creates and updates operating guidelines and protocols.
- Assures the effective operation of each OLC Division and offers technical leadership.
- Assures that all personnel, budget, performance, quality, discipline, and training within the Directorate/department are managed overall in accordance with applicable laws and procedures.
- Establishes and carries out the department’s or directorate’s overarching plan.
- Creates and manages guidelines for policy development.
- Arranges and manages integrated programs encompassing the Directorate’s whole range of operations.
- Creates and upholds a strategy plan to foster positive working relationships with other departments and directorates.
- Establishes and preserves consistent working relationships with high-level stakeholders in relevant partner and Member State agencies.
- Oversees the scheduling of coordination meetings between the department and other pertinent directorates.
- Oversees the development of yearly financial statements, various reports, and frequent financial and budget implementation reports.
- Manages the money contributions made to the department or directorate.
- Starts the process and takes the required steps to gather money for the African Union as a whole.
- Suggests training courses on the planning and administration of programs.
- Encourages knowledge of and instruction on best practices within specialized fields.
Particular Obligations
- Provides legal advice to the Commission and AU Organs;
- offers legal advice on how to interpret the AU’s protocols, rules, and regulations as well as other legal documents;
- Offers legal advice to the Commission Chairperson in carrying out his or her duties as the Union’s Depository of all treaties and other legal instruments and in maintaining records of international agreements signed by Member States.
Evaluates the legal ramifications of all administrative, advisory, and deliberative body actions and conclusions and attends meetings of these bodies;
- Manages the preparation of election materials, such as those for elections at the Executive Council and Assembly levels, as well as contracts, host agreements, cooperation agreements, and Rules of Procedure of the various organs, treaties, and other legal instruments;
- Acts as a representative of the Commission and all AU organs in court cases, talks, or other processes involving the signing of contracts or the resolution of conflicts;
- Maintains the Administrative Tribunal’s smooth operation and acts as the Chairperson’s representative there;
- Follows up on matters pertaining to the Host and Headquarters Agreements’ execution;
- Ensures that, as stipulated in the Headquarters Agreements and the General Convention on Privileges and Immunities of the AU, the Commission’s privileges and immunities, as well as those of its employees and representatives accredited to it, are guaranteed, recognized, and preserved;
- Monitors problems concerning international legal matters;
- Assures that laws are controlled to protect the interests of the AU in the legal interactions between the Union’s Organs and Member States, other Organizations, people, and other legal entities;
- Manages the preparation of reports and inquiries about unique legal issues;
- Oversees the Office’s general management, including the creation of budgets and programs and their efficient execution.
- Oversees and controls the work of those below them.
- Oversees the deployment of all legal officers in AU institutions and organizations.
- Completes any additional tasks that may be delegated.
Academic prerequisites and pertinent work experience
- A master’s degree in international law, either public or private, or the law governing international organizations, together with fifteen years of postgraduate work experience, of which eight (8) years should be spent in management and five (5) years in supervisory capacity.
- Prior experience in international and/or multilateral organizations is necessary; knowledge in diplomatic and international negotiations will be advantageous.

ASSESSMENT TERMINATION:
- The position will be filled for a length of three (3) years on a normal term contract, with the first year serving as a probationary period. for that, the contract will be renewable for two years if sufficient performance and deliverables are made.

RECOGNITION:
- The annual indicative base salary for staff hired internationally is US$ 78,138.00 (D1 Step1), with additional benefits such as post adjustment (46% of basic salary), housing allowance ($26,208.00), and education allowance ($100,000 of tuition and other education-related costs for each eligible dependent up to a maximum of US$ 10,000.00 per child) for staff hired locally.
