Ideal Candidate Characteristics

  • It is anticipated that the position will be filled by a senior experienced employee with broad prior management experience in field operations within a delicate, volatile, and complicated operational environment. The country’s northeast, where the Sub Office is situated, is still struggling with non-state armed organizations, intercommunal strife, and the remains of Boko Haram. The position will require the incumbent to be able to lead the UNHCR team in the area to manage the competitive Inter-agency domain, which is closely watched by State authorities and other stakeholders. The site has a significant humanitarian context. Due to the increased interest from donors in the location, the incumbent will need to have substantial expertise managing donor stakeholders and be knowledgeable with project proposal applications such as the CERF, the Internal Displacement Support Fund, and the Mixed Migration Fund.
  • The Area of Responsibility includes around 35,000 refugees, over 300,000 returnees, over 3.6 million internally displaced people, and an undetermined number of stateless people. As a result, the incumbent will require both a strong foundation in protection and familiarity with a variety of operational experiences. Given that UNHCR is the lead of the Protection Sector and the co-lead of the combined CCCM/Shelter and NFI sectors, it will also be advantageous to have demonstrated coordination skills. The Northeast is bordered by Niger and other countries in the Lake Chad basin, so having an incumbent with experience in emergency management (the region is currently under emergency level 4) and capable of handling a variety of cross-border interactions with other UNHCR Offices and staff would be beneficial. It would be beneficial to have knowledge about the regional dynamics of the Lake Chad basin. It would be helpful to have prior tripartite process experience.
  • To manage the delicate relationships with a range of stakeholders, especially the state government apparatus, the incumbent will also require strong managerial and excellent interpersonal skills. Strong diplomatic abilities, prior experience, and the capacity to operate in conflict and post-conflict contexts are all highly valued. It would be necessary to have solid prior security management experience and the capacity to oversee an office budget exceeding $10 million USD. It is essential to have a strong grasp of report writing and content in order to convey various themes and make UNHCR contributions to the sectors and clusters understandable.
  • Proven capacity for leading sizable teams, including consensus-building and cultural sensitivity given the team’s diversity and size of about 70 employees, of which 21 are foreign employees or AWF. This is linked to having a strong sense of integrity, setting an example for others to follow, and exhibiting demonstrated ethical behavior and code of conduct application. In a setting with shaky security and shifting political dynamics, the applicant should be able to think outside the box and come up with original, creative solutions to operational problems.

Character of the Post

The UNHCR operation in Maiduguri offers assistance and safety to asylum seekers, refugees, and internally displaced people. There are about 10 million individuals impacted by the difficult, intricate, and protracted North East situation. Due to security operations, attacks by Non-State Armed Groups (NSAG), and the military’s inept relocation of civilians into camps or LGA headquarters, there are additional displacements into Local Government Areas (LGAs). Another name for the Northeast dilemma is a “protection crisis.” The security environment is still unstable, which has a big influence on humanitarian access. Although Nigerian security personnel routinely police the areas around garrison towns, military convoys are regularly ambushed, and the area outside of the garrison towns is still extremely unsafe. The COVID-19 pandemic has made pre-existing issues worse, and neither the government nor humanitarian organizations are able to guarantee that social distance and other effective preventive measures be taken. The lack of civil administration in local government areas (LGAs), which forces the Nigerian military and the Civilian Joint Task Force (CJTF) to make decisions, is another major obstacle to protection. In order to effectively handle and coordinate the complex and fiercely competitive operations ranging from protection delivery to inter-agency coordination, including sectors, bilateral relations with national interlocutors such as local authorities, and the security forces, the incumbent is expected to be a senior experienced staff member.

Conditions of Living and Work

  • The main and capital city of Borno State in northeastern Nigeria is Maiduguri. Official English, Hausa, Fulani, and other languages are spoken.
  • Security: Armed conflict and terrorism in the NE and NEC security areas present ongoing security problems. The safety and security of UNHCR employees, assets, and activities depend on strict adherence to all SRM measures, as this duty station is classified as a Level 5 High-Risk Duty station. The current security scenario has led to a host government curfew in Maiduguri at 22:00 hours. – 6:00 a.m. – 18:00 is the curfew hour in Local Government Areas’ Humanitarian Hubs. – 6:00 a.m.
  • Accommodations: International staff sent by UNHCR to Maiduguri are required to stay in the well-appointed UNHCR guesthouse. Bookings for staff accommodations at more UN Guesthouses, Compounds, and Humanitarian Hub sites can be made at bookingonline@humanitarian.org.
  • Travels: Armoured vehicles (AV) are used for all movements within the city. Maiduguri, the capital and largest city of Borno State, is about an hour and thirty minutes’ flight from Abuja. The only way to go to Abuja is by plane from Borno State’s Maiduguri airport, which has daily commercial flights running all week long and UNHAS flights running three days a week. UNHAS helicopters transport staff members to isolated Humanitarian Hubs. The safety and security of UNHCR employees, assets, and activities depend on strict adherence to all SRM measures, as this duty station is classified as a Level 5 High-Risk Duty station. Driving outside of Maiduguri City is not advised. Security Clearances: All states within the Union require a security clearance (TRIP) at http://dss.un.org.
