JOB GOALS
- A dedicated Protection, Gender, and Accountability team at the WFP Afghanistan Country Office works to make sure that food aid is inclusive and flexible enough to meet the needs of impacted populations. In order to accomplish this, WFP makes sure that communities can easily obtain information about its operations, their rights, and feedback channels in a manner that caters to the various information requirements and preferences of the individuals it serves. WFP also makes sure that all programming is done with a protection and gender lens in order to guarantee a do-no-harm approach and provide sufficient support for impacted communities.
- To fulfill its PGAAP obligations, WFP is hiring a Programme Associate (Protection, Gender, and AAP Focal Point) for its Jalalabad Area Office.
Important Accountabilities (not exhaustive)
- Make certain that all concerns and complaints are promptly, respectfully, and safely validated, and that users of the WFP’s Community Feedback Mechanisms receive pertinent feedback.
- Make that all cases have enough information entered into the online Client Response Management (CRM) platform.
- Verify sensitive situations and give staff members of cooperating partners and third-party monitoring advice and training on verifications that fall under their purview.
- Organize and lead frequent trainings on Accountability to Affected Populations for WFP, Cooperating Partner, Third Party Monitoring staff, and other stakeholders as determined in close collaboration with the CO Gender and Protection, AAP units.
- Make sure that all two-way conversations and verification process phases respect data privacy and informed consent.
- Inform the Head of the Area Office and the Head of Protection/Accountability in the Country Office of your findings and trends.
- Respect the guidelines in quality assurance plans and participate in post-case evaluations
- Support and direction on gender and protection concerns should be given to Area Office units so that their programs are implemented in accordance with WFP’s policy on these topics.
- Among other delicate matters, handle those involving gender-based violence, protection, child welfare, sexual exploitation and abuse, and data privacy. This will entail following the guidelines provided in the CFM Standard Operating Procedures for handling sensitive problems.
- Work together with the Community Engagement team from the Country Office to develop strategies and ensure that recommendations and follow-ups are implemented in the Area Office. Engage the diverse community supported by WFP to understand their information needs, preferences, capacity, and community information systems.
- In partnership with the impacted communities, evaluate the WFP feedback channels’ accessibility and inclusivity on a regular basis. Make recommendations for community-preferred solutions to the Community Engagement team for implementation. This includes making sure that everyone may fully utilize and benefit from the WFP’s feedback mechanism, including women, youth, elderly individuals, and minorities (ethnic, religious, linguistic, etc.).
COMMON MINIMUM REQUIREMENTS
Education: A bachelor’s degree in any of the following categories is required: social sciences, political science, international development, law, or a closely connected field; specialization in areas pertaining to gender, human rights, or protection is required.
Expertise:
- At least six (6) years of relevant experience in the field of communications pertaining to gender, protection, and accountability to affected people.
- Solid connections within the community increase capacity.
- extensive understanding of humanitarian principles, gender, gender-based violence, risk identification, operationalization of mitigation strategies, protection, and other humanitarian policy challenges, as well as how they relate to humanitarian assistance.
- Proven field experience addressing issues of protection, gender, responsible behavior toward impacted communities, disability inclusion, and advocating for risk reduction strategies and best practices.
- creative, independent, and deeply committed to work that is results-oriented.
- High moral standards and dedication to WFP’s AAP objectives
- strong writing, communication, and analytical abilities.
- the ability to include sustainability into WFP’s communication strategies.
- strong ability to build and maintain relationships with a variety of stakeholders.
- Communication experience in humanitarian contexts
Speech:
- proficiency (level C) in Pashto and/or Dari, ideally both, in addition to English.
