SUMMARY OF THE POST’S FUNCTIONS
The Project Assistant will manage programmatic and administrative tasks to ensure the smooth functioning of the project team, under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Director, the Chief, and the Head of the Skills Cluster of Education Section of the UNESCO Multi-sectoral Regional Office for West Africa (UNESCO Dakar), and the direct supervision of the Project Manager in Guinea-Bissau.
Particular obligations comprise:
GENERAL LIABILITIES
- Help the Guinea-Bissau project manager create, manage, and maintain relationships with various implementing partners, consultants, and contractors in accordance with UNESCO’s norms and regulations.
- In order to ensure the efficient and seamless execution of project operations, including procurement and logistics, communicate with the administration unit at the UNESCO Regional Office for West Africa regarding administrative and financial problems.
- In compliance with UNESCO regulations and procedures, prepare all financial and administrative documentation relevant to the program’s execution and make sure it is submitted on time.
- drafts and prepares notes, non-substantive reports, and regular correspondence.
- creates reference systems and keeps general and secret data.
ACCOUNTABILITIES FOR PROJECT IMPLEMENTATION
- Assist with the whole project implementation process, including needs analysis, action proposal creation, and technical and budgetary oversight.
- Encourage the identification, assessment, organization, and sharing of ED-related experiences, initiatives, and best practices.
- Participate in and produce materials for use in talks, meetings, workshops, seminars, briefing sessions, missions, and other project-related activities. produce documents for use in meetings involving discussions on the project progress.
- Examines draft reports, confirms general accuracy and consistency, and double-checks that the data are consistent.
FINANCIAL ACCOUNTABILITY
- keeps track of and manages spending and commitments, and creates comprehensive cost estimates and other information for use in proposals and budget analysis.
- Monitors spending levels and notifies the manager in charge and other relevant parties of any potential financial shortages (verifying data and pointing out inaccuracies or anomalies).
- creates spending reports using databases from automated information systems and gathers information for budgets.
- helps with the budget report development, cost estimating, and finalization; does preliminary analysis of differences between budgeted and actual spending; and double-checks consistency of data.
- finds any additional irregularities or mistakes, notifies the supervisor, and initiates the necessary steps to fix any omissions or errors.
Transportation, Purchasing, and Logistics
- makes sure workplace assets, like furniture and equipment, are properly maintained to extend their life and save repair costs.
- arranges for the logistics of a cargo, gives guidance on shipping practices, and communicates with customs officers to guarantee that all applicable requirements are followed.
- helps start procurement processes, drafts contracts and purchase orders, and keeps track of requisition status to guarantee prompt delivery of products and services.
- keeps in constant contact with suppliers to guarantee that the procurement process runs well.
- Offers direction and support for organizing travel, evaluating travel reimbursements, creating travel orders, and granting project personnel travel advances.
- Help to arrange staff missions and field trips in compliance with established protocols.
- Helps with all security-related tasks, such as communicating with and working with the UNDSS on safety and security-related issues.

IMPORTANT QUALIFICATIONS
INSTRUCTION
- secondary and/or technical education completed.
DIVINE EXPERIENCE
- five (5) years of minimum relevant job experience in a connected industry, such as financial and administrative assistance.
SKILLS AND APPROPRIATIONS
- Ability to comprehend, evaluate, gather, and synthesize information in a clear and concise manner has been demonstrated.
- shown mastery of Microsoft Office products, particularly Excel.
- the capacity to build strong working connections in a multicultural team.
PARALOGUES
- outstanding written and spoken English and Portuguese skills.
DESIRABLE ACCOMPLISHMENTS
INSTRUCTION
- degree in communications, finance, and business administration.
- Education or certification in finance, administration, or accounting.

- experience working for UN agencies or in international organizations.
- a track record of meeting the administrative and financial needs of EU-funded initiatives and/or other international projects and organizations.

- expertise or experience with UNESCO’s administrative instruments.

- The pay scale at UNESCO consists of a base pay plus additional benefits, which could include, if appropriate: A pension plan, medical insurance, family allowance, 30 days of yearly leave, etc.
