ESSENTIAL GOAL OF THE JOB:

  • In order to guarantee that all financial transactions adhere to MSH financial regulations and procedures, the Senior Accountant will provide comprehensive financial management support to the USAID Eliminate TB project office. He or she makes sure that all payments and disbursements are made in line with MSH policies and donor (USAID) laws and regulations. He or she sees to it that all owed money, including taxes and other debts, are properly taken out and paid.
  • Encourage national financial management:
  • Monitor the project’s overall financial activities to make sure they adhere to MSH policies and procedures, USAID rules and regulations, and legal requirements.
  • Ascertain that every transaction has the proper approval, is duly coded and charged to the appropriate spending type, is supported by the requisite paperwork, and is documented in the QuickBooks database.
  • If required, create bank letters, bank transfers, and check payments in the names of authorized payees and vendors.
  • enable online and internet banking transactions.
  • Check that replenishment requests and payments for petty cash are compliant with MSH Ethiopia Petty Cash policies.
  • aid in the creation and management of fixed obligation grants and local subawards.
  • Prepare monthly payroll and benefits, and make timely payment in accordance with applicable MSH and government laws.
  • Make all necessary payments for workshops, training sessions, or similar events in accordance with the MSH Ethiopia workshop administration policy and procedures.
  • Problem-solving, Financial and Risk Management:
  • Manage and oversee all finance-related personnel.

Inquire with the bank managers or officers about any banking concerns for your company.

Budgeting and Project Planning:

  • Coordinate the timely development and submission of monthly regional fund requests with the regional manager and regional accountants.

Financial Reporting and Analysis

  • Prepare and submit monthly or as needed bank account reconciliations to MSH Country and Regional headquarters.
  • Follow up on the prompt settlement of unfinished business and staff advances; compile an aging analysis report; and, as necessary, submit it monthly to the MSH Country and Regional Offices.
  • Assist the Senior Finance Manager with all communications, monthly financial close, and monthly financial report production.

Controls and Compliance

  • Assist in the drafting of government payables (such as withholding tax, income tax, and pension) and provident fund payments, and ensure that these payments are made on time to the proper authority.
  • Assist the finance coordinator with the submission of VAT claims and refunds.
  • aid in the planning and successful completion of internal and external audits.
  • In line with MSH policies and procedures, prepare or evaluate payment vouchers, cash receipt vouchers, and journal vouchers.
  • Before making any payments under a subcontract, check the invoices, and make sure that all communications and documents related to the subcontract are kept properly documented.

QUALIFICATIONS

MINIMUM REQUIRED EDUCATION

  • Bachelor’s degree from an accredited university in accounting, finance, business management, or a related discipline is required.

MINIMUM EXPERIENCE REQUIRED

  • six years at the very least of experience working for an international organization.
  • prior involvement in initiatives of a comparable sort that were sponsored by USAID, and solid understanding of USAID policies and procedures.
  • An advantage is having knowledge of managing local and international sub-grants.

INFORMATION AND SKILLS

  • Excellent interpersonal skills: shown capacity to work professionally with clients, consultants, and personnel from a variety of cultural backgrounds.
  • independence, initiative, and the capacity to complete tasks on time and to a high standard.
  • Fluency in the local language, especially knowledge of business jargon, is necessary.
  • good computer abilities, including proficiency with the Microsoft Office suite and knowledge of QuickBooks or other accounting programs.

PERSONAL AND TRAVEL REQUIREMENTS

Physical Requirements: Work is done in an office setting and requires the use of keyboards and common office equipment. Must be able to pick up objects and move around an office setting. Travel: Willing to travel to check on training payments and, as necessary, assist regional offices.
