In Mozambique, the SNV-implemented 5-year BRILHO programme is boosting the off-grid market by promoting and supporting business endeavours that can offer the populace and small businesses competitive and sustainable energy solutions that are clean and affordable.
The program’s goal is to support business initiatives by utilising their innovation capabilities and resources to create and invest in off-grid solutions and services, and to thereby improve the lives of low-income people by enabling them to save money and create opportunities for their well-being and livelihoods while also bringing financial rewards to the private sector.
Through the Market Development Fund, the BRILHO programme gives chosen business ventures a one-of-a-kind combination of structured, non-reimbursable money for up to £1,500,000 per year and professional technical support in order to accomplish its goal.
The BRILHO programme also aids in the improvement of information access, demand activation, and the development of a more advantageous regulatory framework, including assistance to the Mozambican government in the creation of the recently approved Decree 93/2021 that governs the off-grid energy industry.

Technologies’ Range
- Cooking Solutions Improved (ICS)
- In order to support the use of alternative fuels, such as wood, charcoal, pellets, briquettes, biogas, ethanol, etc.,
- BRILHO will adopt a broad definition of ICS that includes both biomass stoves (which offer at least a 40% reduction in the use of fuels for cooking over the current technologies being used) and non-biomass stoves.
