Position Description

Position Objectives

The Project Manager will be in charge of the project’s substantive and programmatic duties while working directly with the Senior Governance Advisor, UNDP, and under the general direction of the Peace and Development Advisor. Leading the project’s work planning, identifying new project areas and innovative solutions to new challenges and opportunities, and keeping an eye on project implementation to guarantee compliance with project priorities and the UNSDCF 2022–2026 are just a few of the tasks that will be involved. To ensure that the project is implemented successfully, the Project Manager leads and oversees the project management team and collaborates closely with the Operations team in the CO, program staff from other UN Agencies that are partners—OHCHR and WFP—UN agency staff in HQs and County Level offices, external specialists, government officials and partners, donors, and civil society.

In order to accommodate changing business demands and capitalize on links between interventions, UNDP utilizes a portfolio approach. In order to improve and facilitate horizontal collaboration, UNDP staff are required to cooperate across units, functions, teams, and projects in multidisciplinary teams.

Important Tasks and Accountabilities

  1. Ensure the development and execution of pertinent UN agency program strategies and policies in one or more thematic areas as a member of the country office management team.
  • Develop a thorough analysis of the political, social, and economic conditions in the targeted Northeastern counties; collaborate on the development of/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP), and other strategic documents; and provide input to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF).
  • Make sure that societal digital technology risks, possibilities, and other future signals are taken into account when developing the project strategy.
  • Implement UNSDCF/CPD in the project areas in cooperation with the key partners and other UN Agencies.
  • Establish pertinent Standard Operating Procedures (SOPs) for the program to guarantee the efficiency of the project’s business operations.
  • Ensure cross-team collaboration and oversee workflows in the project management unit.
  • Examine and approve proposals at the project level.
  • Examine, present, and put into practice UN/UNDP guidelines in the project area.
  1. Manage the project successfully and keep an eye on the project team, paying special attention to quality control and risk management throughout the entire cycle of programming, from conception to execution.
  • Create a CO program, develop it, and convert UN/UNDP priorities into local activities.
  • With the implementing partners, supervise the project’s implementation.
  • Ensure that the project’s planning, budgeting, implementation, and monitoring are strategically overseen. You should also keep track of how financial resources are used in accordance with UNDP rules and regulations and UN Peacebuilding Fund laws.
  • Ensure efficient monitoring, evaluation, and learning about the effects of the project by making appropriate use of data throughout the data lifecycle.
  • Continue to keep an eye on patterns in order to inform and anticipate programming in the future. You should also keep an eye on how well results-based management techniques are being used to achieve your strategic goals.
  • Verify that management’s responses have been implemented by following up on the audit’s recommendations.
  • Make sure aggregate reports on activities, outputs, and outcomes are generated on a regular basis. This includes creating donor and corporate reports.
  • Create a cost-recovery structure in close coordination with UNDP Operations for the services the CO provides to projects.
  1. Form and sustain strategic alliances, and assist resource mobilization efforts to meet project objectives.
  • Establish collaborations for projects and use effective resource mobilization techniques.
  • In the designated project/thematic areas, continue to collaborate with the pertinent UN agencies, the Northeast Advisory Group, the Northeast Development Initiative, the Office of the Deputy President, pertinent county governments, funders, the corporate sector (if appropriate), and civil society.
  • Analyze and investigate donor data, create in-depth summaries of potential areas of cooperation, and ensure proper cost recovery.
  • Lead the creation of the project area’s (Northeast region) pipeline and portfolio, which entails creating proposals, concept notes, programme/project documentation, and cross-sector cooperation to attract resources to the project.

  • Finding and combining best practices and lessons learned that are directly related to the program country policy goals will help you discover difficulties that are driven by policy.
  • Create/intensify networks for advocacy on a national and worldwide level. Advocacy with significant impact should be implemented with important partners.
  • Work with the government and other strategic partners to coordinate and ensure integrated support for the development of capability and policies to meet the problems and needs of the project’s areas.

Education

  • It is necessary to have a graduate-level education (master’s degree or its equivalent) in business administration, public administration, economics, political science, social sciences, or a similar discipline.
  • In lieu of the advanced university degree, consideration will be given to a first-level university degree (bachelor’s degree), along with an additional two years of qualifying experience.

Skills, Knowledge, and Experience

  • Minimum of 5 years of relevant experience (with a master’s degree) or 7 years of experience (with a bachelor’s degree) in project management, with practical knowledge of the creation, supervision, and evaluation of development portfolios and projects in pertinent thematic areas.
  • knowledge of the main development stakeholders in Kenya and/or the Northeastern region, as well as the local peace, security, and development frameworks, processes, and dynamics, is essential.
