Responsibilities

The Chief of Section will be in charge of the following tasks within his or her scope of authority:

  • Offers advice on conceptual strategy creation, management of overall strategy implementation, and intra- and inter-divisional/departmental policies and procedures to the Chief of Service or Division.
  • Coordinates various projects within the Section and, as necessary, works in liaison with other organizations of the United Nations System, donors, and agencies to ensure that activities undertaken by the Evaluation Section within the Monitoring and Evaluation Service of the Business Transformation and Accountability Division (BTAD) are carried out in a timely manner.
  • Directs and oversees operations that assist UN Secretariat organizations in tracking and observing the application of assessment recommendations, including providing access to a system for managing recommendations.
  • Manages, oversees, and carries out the work program for the Evaluation Section under his or her supervision. This includes creating and putting into practice a plan to assist UN Secretariat entities in implementing the ST/AI on Evaluation. This entails assisting with the design and funding of internal (or self) assessments as well as applying the lessons learnt into the creation of program plans and budgets. Coordinates and oversees the work done by the Unit/Section to make sure that entities are supported in implementing evidence-based recommendations and lessons learned that are actionable, verifiable, and feasible, and are intended to improve project, program, or organizational performance in the cycle of program management; provides programmatic and substantive reviews of drafts created by others.
  • Contributes thoughtfully to the Evaluation Management Committee, which advises the Management Committee on matters pertaining to planning, budgeting, and policies pertaining to evaluation. The Evaluation Management Committee aims to increase public awareness of evaluation and make sure that accountability for the adoption and use of evaluation results is exercised.
  • Coordinates the response to and follow-up on the status of recommendations for all OIOS assessment efforts as the DMSPC’s focal point for evaluation.
  • Assists the Office of the Under-Secretary-General in planning and carrying out internal (or self) evaluations of the department’s operations by serving as the DMSPC’s evaluation expert.
  • Participates in the reporting to intergovernmental entities on, if necessary, programmatic or substantive issues as well as budget/programme performance.
  • Assures that the Section’s outputs meet high criteria for quality and that its reports are concise, factual, and supported by ample data.
  • Prepares inputs for the Service’s or Division’s work schedule, establishing priorities and allocating resources to ensure timely completion of outputs.
  • Executes administrative and programmatic tasks essential to the Section’s operation, such as creating budgets, assigning and monitoring performance metrics and key performance indicators, reporting on the effectiveness of programs and budgets, creating inputs for results-based budgeting, assessing the performance of staff, and conducting interviews and evaluations of candidates.
  • When hiring employees for the Section, adequate consideration is given to gender, geographic, and other institutional values.
  • Oversees the management, direction, development, and training of personnel.
  • Encourages collaboration and communication between Section employees and across organizational boundaries.
  • Represents the Organization at meetings with other agencies, seminars, etc., particularly the UN Evaluation Group, on substantive matters.

Education

  • Master’s degree or equivalent in business, public administration, management, economics, social sciences, or a closely related field from an advanced university. an undergraduate degree in the relevant subjects plus two more years of relevant work experience
  • may be accepted in place of the graduate degree from a university.

Experience at Work

  • It takes at least ten years of steadily increasing responsibility in administration, project or program management, evaluation, or a similar profession.
  • Evaluation expertise is necessary.
  • It is necessary to have prior experience developing or enabling a results-based management culture.
  • You must have previous experience managing and leading a team.
  • Change management expertise is necessary.
  • Experience working with the UN or other comparable international organizations is preferred.

Languages

  • The working languages of the United Nations Secretariat are English and French. Fluency in English is necessary for the advertised post; knowledge of another UN official language is advantageous.
