The Position

Programme Coordinator Job Vacancy In Uganda | UNFPA

  • The Programme Coordinator, Integrated SRHR oversees the Sexual and Reproductive Health (SRH) team at the UNFPA Uganda Country Office, ensures that SRH, Gender and Human Rights (HR), and Youth Development are effectively linked in the country program, and supports the use of people-centered integrated approaches across the life course by the UNFPA Uganda Country Office by leaving no one behind.
  • The position is held by a senior specialized officer who directs and coordinates the provision of SRH in accordance with the new CPD with an emphasis on family planning. A creative and adaptable country program is designed, developed, and managed with the help of the program coordinator for integrated SRHR. In terms of a variable resource base, different funding arrangements, donor relationships, and complex program/project execution modalities, s/he creatively adapts to difficult problems and frequently changing expectations. With important national stakeholders and development partners, s/he aggressively cultivates and builds strategic partnerships, making ensuring that these alliances endure despite the regular changes in UNFPA country leadership.
  • To ensure the best program implementation, efficient resource use, high-quality results tracking, adequate coordination, evidence-informed advocacy for policy change, and transparent communication of UNFPA’s mandate, work, and results in the country across the continuum of humanitarian aid and development, the Programme Coordinator will provide overall coordination, supervision/management, and technical advice to direct reports.

Job Objective:

  • By providing effective technical and managerial leadership to the Sexual and Reproductive Health (SRH) team of the UNFPA Uganda Country Office, Integrated SRHR significantly accelerates efforts toward achieving the goals of the UNFPA Uganda CO as per the CPD, under the supervision of the Deputy Representative the Programme Coordinator. The Coordinator makes sure that the country program’s portfolios on maternal health, family planning, gender, including gender-based violence and harmful practices, human rights (HR), population dynamics, and youth development are effectively linked together. She also makes sure that these technical areas are integrated into other aspects of the UNFPA Uganda Country Office’s work.
  • By maximizing resource allocation, fostering synergies, influencing policies, and enhancing the consistency and efficacy of UNFPA’s work in the nation, s/he will work to keep the issues of sexual reproductive health and rights (SRHR) high on the agenda of the government and of the development partners.

Responsibilities:

The Integrated SRHR Program Coordinator will be in charge of:

A. Coordinated planning and implementation of CPD with program management and technical support

  • encouraging the use of a results-based approach and the incorporation of novel policies and approaches into the design and formulation of national programs, sub-programmes, and projects that are relevant to the needs of the various countries.
  • managing the strategic design and execution of UNFPA CPD throughout the nation, aligning with Government priorities and UNFPA programmes, policies, and procedures, in partnership with counterparts in the Government, CSOs, and other partners.
  • assisting in the country’s successful coordination of SRH, gender equality, population dynamics, and youth development.
  • Giving partners high-level technical advice where necessary, including assisting with the development of their capacity to produce, analyze, and use high-quality data for evidence-based decision-making, program and policy creation, monitoring, and evaluation.
  • determining the incorporation of new policy changes and initiatives and assessing their effects on program execution. To address SRH, gender, and youth development concerns in the nation, offers professional assistance in the creation of pertinent, evidence-based advocacy and policy documents.
  • To ensure the efficacy, efficiency, and coherence of program execution, provide technical advice and support to officers and implementing partners.
  • In areas of UN convergence that are pertinent to the UNFPA’s mandate in the nation, take the lead and offer technical direction.

B. Administration and Control of the Family Planning Program

  • In both development and humanitarian contexts, providing comprehensive strategic and programmatic leadership for the Family Planning initiative, including Reproductive Health Commodity Security.
  • assuming the initiative in securing funding for family planning initiatives, including the creation of proposals, the assessment of family planning needs and suitable potential donors.
  • demonstrating leadership in the development of response plans to build on any successes and fill any identified gaps as well as in the monitoring, assessment, and evaluation of FP programs.
  • supporting the creation, implementation, and monitoring of pertinent policy and technical initiatives, including the district family planning cost implementation plans, with the Ministry of Health, districts, and other relevant partners.
  • assuming a leadership role in integrating family planning into pertinent Ministries, Agencies, Departments (MDAs), and Districts as part of the strategic and operational plans and budgetary frameworks at the national and district levels, and in keeping with the goal of capturing the demographic dividend.
  • assuming a leading role in the examination of the political, social, and economic environment that has an impact on FP programs and developing the proper policy and programmatic modifications to take advantage of any opportunities and reduce any risks.
  • Taking the helm in forming and upholding alliances with important FP stakeholders, networks, coalitions, and alliances in order to ensure a coordinated effort on FP advocacy and programming, including participation in and support of the Uganda Family Planning Consortium (UFPC).
  • articulating the country office’s position and offering technical assistance to position UNFPA’s family planning mandate in pertinent national and subnational Technical Working Groups (TWGs)/Fora.

C. Knowledge Management, Monitoring, and Evaluation for Policy Advocacy

  • monitoring program results by ensuring that monitoring and oversight systems are designed and put into place
  • ensuring that the program team employs efficient knowledge management procedures, recording lessons learned and best practices for future planning, and attending to the staff’s and partners’ training requirements.
  • In accordance with donor agreements that have been negotiated and UNFPA standards and guidelines, direct the team and offer advice to the country’s implementing partners for the preparation and submission of technical and financial reports.
  • Participate actively in the assessment of program outcomes in the nation, the documentation of best practices and lessons learned, and the effective communication of these with pertinent partners to guide programming, policy, and advocacy.
  • To ensure value for money, keep an eye on the technical excellence, financial viability, and accountability of UNFPA-supported programs in the nation.
  • Support team members’ capacity building to produce, evaluate, and use quality data for the creation of policies and programs, monitoring, and evaluation

D. Communications and Partnerships

  • for the purpose of facilitating the timely and effective execution of programs, developing and maintaining respectful relationships with strategic partners, District Local Government (DLG), development partners, UN agencies, implementing partners, and other duty bearers in the nation.
  • reviewing the country’s political, social, and economic situation in relation to UNFPA program activities and looking for potential for UNFPA intervention and assistance. This entails advocating for UNFPA’s mandate areas in national development planning, budgeting, and policy processes in the nation.
  • actively supporting UN Reform/delivering as one projects, UN Area Coordination, and UN Reform in the nation to improve coordination, coherence, and efficiency of the programs
  • efforts with the media to promote UNFPA’s efforts and accomplishments in development and humanitarianism and to distribute its findings in national media.
  • Support UNFPA program accountability and program visibility in accordance with donor-signed agreements. To increase goodwill and partnership, take the lead in showcasing UNFPA’s activities to the government and development partners.
  • Keep good working ties with the government, UN partners, and other stakeholders through cooperation and cooperation across sectors. Ensure that the ICPD agenda is taken into account by coordinating with partners.

E. Representation, Management, and Administration

  • Manages the delivery and performance of direct reports; coaches and supervises professional and support staff; oversees staff performance and provides advice on development needs; builds capacity among UNFPA staff and first-line counterparts for issues relating to programme management and advocacy for ICPD goals.

Competencies and Experience:

Education:

  • Master’s degree in a social science discipline linked to health, population, demography, development, gender, youth development, or law.

Understanding and Experience:

  • 7 years minimum of progressively responsible professional experience in the field of population and development;
  • It is desirable that candidates have substantial work experience in the areas of sexual and reproductive health, gender, youth, and human rights.
  • It will be desirable to have specialized knowledge and experience in integrated SRH, gender, and youth development approaches and Health Systems Strengthening;
  • a history of successfully implementing strategic plans; program/project management expertise, particularly knowledge of complex multi-sector programs;
  • An asset will be previous success in diplomatically and productively interacting with government entities.
  • Field expertise is advantageous;
  • An advantage is having prior UN system experience.
  • Excellent communication skills and multi-location staff management experience.
