Tasks and Responsibilities

Established in 1972, the United Nations Environment Programme (UNEP) is the premier international environmental organization that establishes the global environmental agenda, encourages the consistent application of the environmental dimension of sustainable development within the framework of the United Nations, and acts as an authoritative spokesperson for the environment on a global scale. In order to better assist Member States and partners in their efforts to address the triple planetary crises of climate change, nature loss, and pollution, UNEP has set an ambitious course in its Medium-Term Strategy 2022–2025. UNEP seeks to develop into a more data-driven, agile, transparent, and successful organization by scanning, testing, and scaling key digital technologies. For UNEP, digital technologies are a key enabler that offers previously unheard-of opportunities to:

(i) support organizational change processes toward increased agility, results-orientation, and collaborations;

(ii) find fresh approaches to the most urgent problems relating to the environment, nature, and pollution; and

(iii) improve our capacities to effectively engage and collaborate with a wide range of stakeholders from the public and private sectors as well as from civil society:

(iv) make development initiatives more accountable, results-driven, and inclusive while empowering citizens by establishing direct feedback loops. In order to significantly improve how UNEP develops and provides value and benefits for people we serve, the organization must be able to harness current, emerging, and future data and digital technologies and the opportunities they present. The concept is built on an open innovation methodology that makes it possible to successfully co-design creative solutions with key stakeholders from civil society and the general public. The chosen consultant will complete the following tasks: †Environmental and Socio-economic Data Needs Research: Research and define UNEP’s environmental data requirements based on the documents for the Programme and Collaboration Platform (PCP), Programme of Work (POW), and Mid-Term Strategy (2022-2025). To determine UNEP’s needs for social-economic data, conduct similar study. Data Source Consolidation and Identification: Determine the primary and secondary data sources used in the current UNEP and outside thematic data systems. Consolidate data into a federated data system in accordance with WESR architecture solutions by planning and carrying it out. Relationship Management with Data Providers: The Data Coordinator is in charge of fostering and supporting connections with data providers. In order to get the necessary data inputs, this requires identifying possible data sources, entering into cooperative partnerships, maintaining good communication, and developing a strategy to keep current partners happy, attract new partners, and manage the data partnerships. Identification of New and Relevant Data Sources: The Data Coordinator will actively look for new and pertinent data sources, particularly geographical data, as part of improving WESR’s data repository. This entails keeping up with new data suppliers and creative data-sharing projects. Coordination of Data Quality Assurance (QA): To manage data QA procedures, the Data Coordinator will communicate with the appropriate parties. This entails assessing data consistency, reliability, and accuracy in order to guarantee that the data accessible through WESR satisfies the highest requirements. Data collection work processes and workflows: The Data Coordinator will establish defined procedures for data capture, storage, and dissemination, guaranteeing an organized and streamlined approach. Developing effective data collection workflows and processes is vital. Support for Data-Driven Initiatives: The Data Coordinator will collaborate with the WESR team to help put data-driven initiatives and projects into action. Insights into data accessibility, potential data constraints, and cutting-edge techniques for data integration are all part of this. The Data Coordinator will conduct routine assessments to find data gaps and shortcomings. †Data Gap Analysis and Reporting. Strategic choices about data acquisition priorities and potential partnerships will be informed by these studies. Data Privacy and Compliance: The Data Coordinator will make certain that all data collection and sharing procedures comply with all applicable data privacy laws and compliance requirements. Make sure that data collection and aggregation strategies are in line with UNEP’s Mid-Term Strategy (2022-2025), Programme of Work (POW), and Programme and Collaboration Platform (PCP). Reporting to the Data Specialist is this position.

qualifications and unique abilities

  • It is necessary to have a master’s degree or higher from an advanced university program in computer science, information technology, data science, information management, or a related discipline.
  • It is necessary to have at least 12 years of relevant professional experience working in the public or commercial sectors with data sources, data platforms, and related standards.
  • It is necessary to have extensive database management and administration knowledge, as well as proficiency with database languages like SQL.
  • It is necessary to have previous experience creating data agreements and working with data partners.
  • It is thought to be a distinct benefit to have knowledge of geographic information systems and environmental data sources.
  • Experience working with the European Commission, the United Nations, or national governments is regarded as a good asset.

Languages

The working languages of the United Nations Secretariat are English and French. English proficiency in both spoken and written forms is necessary for this project. Other UN languages are useful to know.
