The chosen applicant will answer to both ED and AED.

Note:

· The first 2-year Term appointment for any administrative support employees employed for the EDs’ offices would be provided. According to WBG annual performance review procedures, Executive Directors must undertake an annual evaluation of the overall performance of their administrative support employees.

  • If a candidate who is already open-ended in an ED office is chosen, s/he will continue to be open-ended because s/he has already proven their eligibility and received a prior conversion decision in accordance with the ED ACS conversion policy. Such a candidate might be rotated as needed by the corporate secretary.

Roles and Responsibilities:

The Program Assistant will work under the supervision of the Senior Executive Assistant to provide the Executive Director’s office with all necessary administrative and office support, including but not limited to the following:

  • Spend up to five days at the office working in person.
  • Setting and managing goals and workflow in an effective and structured manner for the Alternate Executive Director, Senior Advisors, and Advisors while using a high degree of discretion and diplomacy.
  • Ensuring the efficient performance of ongoing office administrative tasks.
  • Gathering, handling, and processing a variety of sensitive and confidential information and data.
  • Planning meetings and organizing mission travel, resolving scheduling difficulties on your own, sorting and prioritizing incoming mail, and keeping an eye on activities to guarantee proper follow-up.
  • Making operational travel arrangements on behalf of ED and AED, processing trip reports and representative expense reimbursements through banking systems.
  • Providing delegates from constituency nations with administrative and logistical support.
  • Handling receipts, creating office memoranda, and ensuring timely processing of expenditure reimbursements by proactive follow-up.
  • The ED’s office personnel will draft, professionally translate, edit, and format documents, statements, and communications in both English and Russian. The Program Assistant will independently create and format standard and routine communication, make decisions when there are various possible courses of action, and react to numerous and diverse external/internal queries and general requests in a timely and highly professional manner.
  • Ensuring that meeting attendees have access to pertinent background information, that deadlines are fulfilled, and that documents are high-quality and adhere to administrative and operational standards.
  • Offering broad research assistance on a variety of subjects to the Executive Director’s office. This requires evaluating assignments, queries, and requests independently, determining any extra information that may be needed, and locating it.
  • Updating and maintaining the filing system and contact lists.
  • Setting priorities for and directing mail and phone calls; monitoring and pursuing issues and priorities.
  • Checking the team mails for EDS23.
  • Coordinating and keeping track of numerous, varied work processes and activities to ensure the efficient execution of ongoing office administrative tasks.
  • Handling and aiding with administrative planning for office personnel appointment/relocation.
  • Keeping up great working relationships and a lively work environment with a wide network of contacts across departments (including IT and HR), the WBG, and other organizations.
  • Planning and carrying out all ED and AED-related events, particularly during the World Bank/IMF Annual and Spring Meetings (e.g., working lunches and dinners, office and networking events, cultural events, receptions, etc.).
  • Staying up to date on new and emerging technology as it is introduced by the World Bank Group; ensuring that all employees working in the ED’s office are knowledgeable about and, if necessary, educated in the use of new tools; and attending training sessions as needed.
  • Carrying out any other ad hoc tasks that may be allocated, such as providing the Senior Executive Assistant with support as needed.
  • Go to the Annual Meetings with the office staff when they are held in member nations (once every three years).
  • Flexibility and willingness to work extra hours, especially on weekends, as needed.

Selection Standards

Minimum training and experience:

  • At least 7 years of relevant experience and a high school diploma are required, or an equivalent combination of education and experience; an undergraduate college degree is desirable.
  • Outstanding office support and organizational abilities, including initiative and the ability to prioritize and complete assignments on time, frequently under extreme time constraints.
  • Strong written and verbal communication skills in English and Russian, including the ability to autonomously create a range of formal and informal letters.
  • It would be advantageous to be familiar with the constituency nations.
  • Outstanding interpersonal and diplomatic abilities, as well as the ability to function effectively in a multicultural and team-oriented workplace.
  • Proven ability to handle private and delicate information discreetly while performing tasks.
  • The capacity to interact diplomatically and sensitively with senior government figures.
  • Proven capacity for working under time constraints and managing many activities in a high-paced setting with shifting priorities.
  • Functional knowledge and understanding of the organization, preferably including its goals, principles, rules, and personnel.
  • Ability to work with people at all levels (both inside and outside the World Bank Group), proactive approach, self-starter.
  • Able to independently provide interpretations and applications of administrative/operational procedures that are relevant to the World Bank Group with good knowledge and comprehension.
  • Expertise in Microsoft Office and Outlook as well as the capacity to pick up other numerous apps utilized by the bank.

Particular Requirements:

  • Due to working with sensitive material, you must be a Russian citizen.
  • Must have at least one year of experience working for or three years of experience interacting with Russian government agencies, including the Russian Federation’s Ministry of Finance.
