Tasks and Responsibilities
The following duties and obligations will be carried out by the consultant: Create a system for managing climate change information and a central database to collect and disseminate climate data, including the findings of the long-term research program under Activity 3.3.1, in order to inform upcoming adaptation evaluations.
1.1 Examine pertinent sectoral and national reports on climate information systems to guide future assessments of adaptation.
1.2 Create a central database and information system for managing the flow of climate change information. The collection, analysis, and storage of technical climate information will be the main foci of the climate information management system. The necessary parties (technical personnel of pertinent departments and line ministries) will be able to upload and modify it because it will be interactive. To provide a beta version of the climate information system and database, conduct a stakeholder consultation workshop for important stakeholders, MTDs, Sector Planning Units, including MoEPD, MoF, MTEA, CSO, and other theme lead ministries and departments.
1.4 Hold a validation workshop for national stakeholders on the established information system, and operationalize the system. Output
2: Create and put into action a coordination structure to enhance data exchange and access (including methods for data collecting and analysis).
2.1 Create a coordination plan for enhancing data exchange and access in conjunction with the PMU and industry experts.
2.2 Create processes for information disclosure and access.
2.3 Hold two technical workshops with the appropriate stakeholders to present the coordinated plan and established information access and disclosure processes for inputs and implementation of the coordinated mechanism.
2.4 Send the Coordination Mechanism’s final report. Create a climate change information site to share knowledge about climate change, the NAP process, and all resources produced during the NAP process.
3.1 Create and launch a climate change information site in collaboration with the PMU to distribute climate change knowledge. In order for stakeholders (particularly rural populations) to understand the challenges of climate change immediately, the site will distribute climate change information across all sectors and to a larger variety of stakeholders.
3.2 Help the PMU find a domain name to host the website for at least 10 years after the project’s first year.
3.3 Create a user guide for the support team and system administrators so they can publish material, maintain the system, and administer it.
3.4 Create and put into action a plan for the upkeep and operation of the climate information system.
3.5 Hold a technical workshop, complete with a brief training session, to transfer website management to the PMU, specific Ministry staff, and other line ministry experts.
qualifications and unique abilities
The consultant must hold a graduate degree from an accredited university in information technology (IT), engineering, computer sciences, database creation and administration, or a closely related discipline (Master’s degree or equivalent). The first-level university degree may be accepted in place of the advanced university degree if it is combined with the necessary work experience.
- It is necessary to have at least 7 years of continuous professional experience in the fields of database administration, installation, and support for various database platforms.
- It is necessary to have at least 5 years of expertise building visually appealing and user-friendly websites and databases.
- It is necessary to have extensive experience in programming and CMS development, including versioning, at least two years of which must be unique to the Word Press CMS. experience designing and developing databases in SQL Server systems. 3+ years are needed; SQL Server Database Certification would be advantageous.
- It is necessary to possess a thorough understanding of the most recent web development technologies, design tools, and other web programming languages and applications, including use of HTML (including version 5), AJAX, Java script, XHTML, CSS, XML, XSLT, Macromedia Flash, and Java.
- It is necessary to have knowledge of the Microsoft and Linux environments, as well as Postgres, Java, and Python skills, and to have familiarity with information and communication technology. having a thorough understanding of current trends in graphic design, web design, online video publication, and social media networking A user or administrator of Team Foundation Server (TFS) is required.
- It would be ideal to have a solid understanding of web security, cross-browser compatibility, UI, and UX. It is preferred that candidates have experience using and configuring the following tools and processes, such as mobile device adaptation, Google Webmaster Tools, and Google Webmaster Tools.
Languages
- English proficiency in both oral and written form is necessary for this consulting role; other UN-recognized languages are not required.
