For Moroto
The post has a two-year initial contract and has to be filled as soon as possible. The chances of an extension are excellent. Uganda’s Moroto will be the location of employment.
As a finance officer, you will efficiently and swiftly supervise the current financial management standards in the programs and projects, significantly contributing to the success of the program activity. This entails ensuring that the financial administrative processes for the projects at the project locations are efficient and auditable, performing financial administrative control checks at the project level, and assisting the Heads of Project and Head of Finance in carrying out their supervisory responsibilities within the context of project administration. In order for Project Partner Organizations (PPO) to fulfill its contractual duties to Welthungerhilfe and co-financiers in line with the Partner Contract and in an auditable way, you may be required to provide them with financial management training and support. Additionally, you will be responsible for managing finances, ensuring compliance, and ensuring timely accounting at the field sites.
You have obligations
- ensuring that project funds are properly managed in accordance with Welthungerhilfe and co-financers’ requirements
- ensuring that project accountants accurately complete data documentation, account assignment, and bookkeeping entries in accounting software
- Making sure expenditures are properly allocated internally within a project or between projects
- putting out the necessary paperwork for project heads and/or PPO to take on budgetary control (expenditure management)
- preparing annual account documentation in collaboration with the head of finance in the country office and the heads of project
- Creating requests for final donations, returns, and refunds to donors
- Keeping an eye on and properly handling equipment and supplies for disaster assistance, especially with regard to import laws, inventory accounting, and physical inventory inspections
- supporting project inventory, equipment, and vehicle management
- Projects are carried out by supporting project officers in accordance with co-financing agreements and Welthungerhilfe standards.
- ensuring that the project accountants record the cost-sharing of salary and operating expenses (office and vehicles) on a monthly basis in the bookkeeping program.
- ensuring the timely and accurate payment of all required taxes, social security, PAYE, health insurance, and other fees
- checking voucher files for completeness and making sure they are sent each month to the head of finance and the heads of project for the signature of checklists
- supporting donor spot checks, as well as internal and external audits
- Verifying procurement requests and contracts to make sure they are within budget, in conformity with established procurement rules, and represent the best value for money
your profile
- A degree in accounting, finance, or economics from a university or college; having the ACCA/CIMA/CPA certification is advantageous
- 5 years or less of experience in project financial management
- Managing or supervising financial workers (Accountants, Cashiers) experience
- Working with donors before (BMZ (TA, PA, SSF), AA, GIZ, Charity Water)
- readiness to undergo the appropriate immunizations before working in the countries where Welthungerhilfe has programs
- excellent English communication skills; knowledge of any local languages used in the duty site is a plus
