  • Senior Human Resources Assistant will work directly under the Administrative or Human Resources Officer, supporting him or her in personnel administration and other HR-related matters, including the hiring and appointment of staff as well as performance management and welfare concerns of staff in the AOR.

Duties

  • Assist in hiring, assigning, reassigning, and terminating local service personnel. Prepare the necessary paperwork for the panel conducting the interviews to hire local workers.
  • Process contracts, entitlements, and benefits for local staff members in compliance with Staff Rules and established HR practices.
  • In the MSRP/HR module, when this action has been distributed from PAS to the relevant office, update personnel-related information.
  • Provide staff members with legal advice regarding their rights, responsibilities, and entitlements, as well as support them in understanding UN/UNHCR staff laws and regulations.
  • Assist newly arriving overseas staff members with administrative requirements pertaining to their accreditations, security/ground passes, submission of completed forms and related papers to headquarters, and arrangement of travel and hotel arrangements.
  • Work with the logistics department to assist in shipping their personal belongings.
  • Manage the UNHCR’s medical insurance program for staff that is hired locally. Assist staff members and their dependents with the necessary administrative tasks in the event of medical or security evacuations or relocations. Keep daily track of the personnel and their families so you can give correct information in an emergency.
  • Keep personnel records up to date in the office, including records of attendance, overtime, and leave.
  • Start the process of calculating payments for personnel-related expenses such shipping charges, reimbursements for medical and security evacuations, hazard pay, overtime claims, and settlement of travel claims.
  • Start routine HR correspondence with the approval of the authorizing officer.
  • Carry out any other necessary relevant tasks.

  • Those in need of international protection, refugees, asylum seekers, stateless people, and internally displaced people are the focus of the United Nations High Commissioner for Refugees (UNHCR), a global organization. The UNHCR’s office in Mozambique is based in Maputo, with a field office in Nampula and a satellite office in Pemba. English is the language of operation in the UNHCR offices in Mozambique.
  • Senior Human Resources Assistant will work directly under the Administrative Office and will get technical direction from the Associate Human Resources Officer headquartered in Maputo. He or she will help the Associate HR Officer with personnel administration and other HR-related tasks, such as the hiring and appointment of locally and internationally recruited staff, as well as performance management and welfare concerns for employees working in the AOR.

  • According to the 2017 census, Cabo Delgado, which borders Tanzania, has a population of about 2.2 million people. Armed groups that have been targeting nearby villages since October 2017 have also targeted the province. Attack frequency and severity both continued to rise in 2020.

  • Cabo Delgado is at level 4 in accordance with the security level system. UN employees must be attentive and aware of their surroundings since crime in Pemba and the countryside outside of the capital is alarming.
