The Regional Security and Access Manager (RSAM) will take on a demanding leadership role to support and guide the country offices to build security resources and systems in each country office within the Africa/Asia region, as well as focusing on improving the overall culture of security management in Africa. In the nine nations that make up the Africa/Asia region at RI, the RSAM will be in charge of organizing, supervising, and providing advice on safety and security management, as well as access strategy. The RSAM will also be in charge of ensuring that risk assessments and SOPs are current and sufficient, submitting reports and assessments to the RD and GSO on time and accurately, ensuring that staff in the region have access to security training and capacity building, and representing the organization in security coordination fora. The Prohibited Party Policy (PPP) and the Ethics and Compliance program will be closely supported by the RSAM. Essential duties and responsibilities

  • Coordinates the creation, implementation, and upkeep of security support systems; makes sure RI is connected via all interagency and security coordination lists to guarantee RI security presence inside the INGO community. Including the execution of the UNDSS/NGO SLT at RI field level operations, OSAC, INSO, and NGO security forums.
  • carries out regular and sporadic field residencies, including security assessments, audits, staff training, and security awareness, at each program site, including central and sub-offices and program delivery locations. Each residency will have specific deliverables that must be shared with the country director and supervisor.
  • Conducts a thorough assessment of all current security and safety policies and procedures, along with the local counterpart, and the staff’s adherence to them at program sites, offices, residences, and with regard to all vehicles, drivers, and standing SOPs. Provides and implements recommendations in consultation with the Country Director or the most senior Country Representative, as well as with RD (with technical support).
  • mentors, technically oversees, and trains national security personnel. In a proactive and uplifting approach that encourages inclusion, involvement, and leadership across the whole RI team, including foreign, local, and national workers, recommends and/or offers staff training on safety and security. Has a thorough understanding of the issues and training requirements necessary to uphold the RI Code of Conduct, establish a positive organizational profile, and appreciate diverse cultures.
  • proactively leads all of Africa and Asia’s regular safety and security drills; conducts drills, teaches country counterparts in conducting drills, and sees to it that national colleagues frequently put drills into practice, including but not limited to HRE plans and Warden Systems.
  • To ensure staff understanding, agreement, and compliance, the leader oversees an ongoing process of designing, establishing, reviewing, and revising security policies and procedures. In collaboration with counterparts in other countries, country directors, and GSO Global Security, the leader also regularly updates safety and security plans to reflect changing security conditions.
  • Discusses security concerns for country programs with local and regional UN and interagency security officials; provides advice on security matters to the Country Director(s), RD, and GSO Global Security.
  • Develops and maintains relationships with national law enforcement agencies in close conjunction with country directors, if necessary; respects and remains fully informed at all times on political concerns and local policies that have an impact on INGO operations and safety.
  • Conducts himself or herself and the RI regional security operations in a way that minimizes the danger of coming into conflict with any organization or authority; represents the RI programs in all interagency interactions in a polite and favorable way.
  • Writes well-researched security incident reports for supervisor and GSO evaluation. Maps security incidents, ensures monthly security reports in all countries, and recognizes patterns and dangers. Facilitates the development of situation-specific, coordinated evacuation plans.

  • Through instruction and interactive workshops, support the implementation of the RI Security strategy, associated policies, structure, tools, and procedures.

  • Work together with the regional program team to make sure that workshops and trainings are sensitive to and inclusive of all genders.

  • Track, compile, and confirm context-related changes from a variety of sources, including NGOs, the UN, civil society organizations, research centers, and media sources.
