responsibilities and obligations

Partnership and Leadership

  • Promote high standards and procedures for reliable data collection, analysis, and reports; support all technical MEAL components and actions relating to the WPE and PRoL respond to program demands. Allow for accountability to funders, partners, and clients.
  • In your areas of expertise, implement and support the MEAL system and techniques to promote learning.
  • Build partnerships inside IRC and in your field of expertise while representing IRC at technical meetings, forums, and other events.
  • Encourage the use of data for data-informed programmatic changes, shared learning, and sound decision-making.

Technical Control

Evaluation and Monitoring

  • Throughout the project cycle, run the MEAL system and processes for WPE and PRoL in accordance with the MEAL Country and Global Strategies, which include:
  • Ensure that data is gathered, compiled, and quality and completeness checked in accordance with IRC and donor requirements for data quality by working with MEAL and non-MEAL workers.
  • Learn from past projects and share that knowledge with others to help with project proposal design.
  • Implement M&E/MEAL strategies, update data visualization, update processes for online data administration, conduct quality checks and audits, and revise (digital) data gathering instruments.
  • Work closely with program officers and managers to enable decision-making for in-the-moment program modification by conducting routine analyses of monitoring data.
  • Create high-quality reports and regularly update dashboards with significant findings to share in team meetings and project cycle management meetings in order to promote learning and decision-making.
  • To enhance services and outcomes for our clients, we must gather, record, and exchange customer feedback.
  • In collaboration with colleagues and partners, support the implementation of surveys such as baseline and end line, as well as the hiring of evaluators.
  • In order to improve the timeliness and quality of data gathering, processing, and visualization, support the use of standard mobile data technology and web dashboards.
  • Become a part of and support IRC’s efforts to fulfill its internal and external accountability goals by putting effective accountability, client feedback, and response systems in place.

Responsibility and education.

Accountability

  • Support the documenting of client input and follow up on client-raised issues in close coordination with the MEAL manager, AAP officers, and the project team to close the feedback loop.
  • By regularly entering feedback information into the online client Feedback Registry (CFR), you can keep your client feedback database current.
  • In collaboration with the MEAL manager, analyze client feedback data and distribute monthly reports to the program team in order to inform strategic and programmatic decisions and course correction.
  • Initiate on-site talks about the creation and execution of action plans that are the outcome of reviewing and analyzing customer feedback data.
  • Build the project team’s capabilities by providing training, mentoring, and onsite assistance on customer responsiveness and accountability.
  • Support the creation of informational briefs, posters, and brochures about client responsiveness and accountability, as well as their distribution to the appropriate stakeholders, partners, and clients.

Learning.

  • Document and share learning – Through data collecting and sharing, make sure requirements, lessons learned, data trends, and best practices for products, events, and other knowledge management activities are properly documented and shared on a regular basis (at least quarterly).
  • Increase the program assistants’ ability to provide data and knowledge products.

People Resources

  • Organize, guide, and mentor the M&E/MEAL Assistant(s); promote prompt and effective performance as well as an inclusive and courteous team environment.
  • Encourage the growth and development of people in IRC teams and partners by providing partners, coworkers, and junior staff with top-notch technical learning resources.
  • Participate in the hiring and orientation of enumerators, field incentive workers, and M&E/MEAL assistants.

Qualifications

  • a university degree in a discipline that is pertinent to project management or monitoring and evaluation, such as statistics, business statistics, demography, economics, or the social sciences.
  • a minimum of one year’s worth of work experience in a position relevant to rule of law and GBV protection.
  • Having prior experience with GBV IMS (PRIMERO) will be advantageous.
  • In some or all of the following areas: outputs, outcome monitoring; theories of change; logical frameworks; data collecting; basic data analysis; accountability; and client feedback mechanisms, possess a basic technical understanding of M&E approaches and techniques.
  • knowledge of gathering and entering primary quantitative data.
  • Knowledge of Tableau, PowerBi, or GIS software tools, as well as some expertise with mobile data gathering solutions like Kobo, CommCare, or ODK Collect, are added assets.
  • Excellent computer abilities in Word and Excel, especially, and expertise writing reports.
  • Self-motivated and proactive, with good planning, organization, and analytical skills, such as the ability to prioritize tasks, multitask, and pay close attention to detail.
  • flexibility, as well as the capacity to perform under pressure and in settings that are continuously changing.
  • Analytical, methodical, and problem-solving abilities that have been demonstrated are unquestionably advantages.
