How can you influence things?

The Regional Advisor Health is subordinate to the Health Manager/Primary Care Coordinator (HSS). Within the regional office, s/he is in charge of overseeing the management, implementation, monitoring, evaluation, and reporting of the health program (such as gender, maternal, neonatal, and child survival/development). In order to facilitate the achievement of tangible and sustainable results in accordance with plans, allocation, results-based management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework, s/he offers technical guidance and operational support to countries in the region throughout the programming process. S/He represents UNICEF in regional fora and coordinates on UNICEF’s behalf with regional partners and donors. S/He provides timely and cutting-edge technical support to UNICEF health country programmes, country office, and regional partners in capacity building, knowledge management, monitoring & evaluation.

  1. Planning and developing programs

Prepare and formulate a health program, align the sectoral program with UNICEF’s Strategic Plans and regional strategies, provide technical support and guidance to country offices, and help countries budget for and link their strategies to national budgets.

  1. Program management, monitoring, and outcomes delivery

To evaluate and increase performance accountability with internal and external partners, establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and metrics. Monitor programs and projects actively through site visits, surveys, and/or information sharing with partners and stakeholders to gauge progress, spot bottlenecks and possible difficulties, and make prompt decisions to address them or send them to the appropriate authorities for prompt resolution. Assist country offices in demonstrating and reporting on results on key indicators to ensure compliance with UNICEF’s commitments, including progress toward SDGs and Core Standard Indicators (CSIs), by providing technical support and capacity building for country teams to monitor and evaluate the implementation of the strategic frameworks and operational plans.

  1. Technical assistance and consulting services

To assist the planning, management, execution, and delivery of outcomes for program development, collaborate and consult with key government officials, NGO partners, UN system partners, and other partners/donors on policies, strategies, best practices, and methods on health-related issues. Assure the programming, documentation, situation analyses, CPD, CPAP, MTR, thematic evaluations, etc., of national offices as well as the execution of country programs.

  1. Partnership development, advocacy, and networking

Create and maintain strong working relationships with national stakeholders, UN interagency partners, colleagues in the health sector, global and regional partners, allies, donors, and academics. Encourage money raising for health programs (system building and PHC maternal, neonatal, and child survival and development) and raise awareness through forming partnerships and alliances. Make suggestions for greater resource mobilization and donor reporting. Plan monitoring trips and create documentation that can be used for fund-raising and advocacy efforts in support of COs and RO and in collaboration with HQ.

  1. Capacity development, innovation, and knowledge management

Keep up with the latest developments in health management and information systems by researching, benchmarking, and putting them into practice. Institutionalize and disseminate information gained and best practices. To ensure the highest efficiency and effectiveness of sustainable programs and projects, contribute to the creation of policies and procedures and promote innovation and best practices. Develop, design, and implement capacity-building activities to improve stakeholders’ abilities to support long-term outcomes for health-related projects and programs. strengthening of systems inside routine information systems for real-time data collection and action, implementation follow-up, and monitoring of the operational plans.

If you want to be an advocate for every child, you’ll need to…

  • a graduate degree (Master’s or higher) in public health/nutrition, children’s health, family health, health policy and/or management, environmental health sciences, biostatistics, sociology of medicine, epidemiology, or another technical field that is pertinent.
  • It is necessary to have at least eight years of relevant professional experience in one or more of the following fields: maternity and newborn care, public health/nutrition planning and management, or health emergency/humanitarian preparation.
  • Work experience in a developing country and/or acquaintance with emergencies are regarded as assets. Experience working for a UN system agency or organization is regarded as advantageous.
  • English proficiency is necessary. It is advantageous to have knowledge of a local language or another official UN language, such as Arabic, Chinese, French, Russian, or Spanish.
